I <br /> NOTES ON ADMINISTRATIVE MEETING <br /> • Board of Selectmen <br /> September 29 , 1981 <br /> Present: Chm. Garland, Sel. Thomas & Executive Secretary Joe Murphy <br /> Chm. Garland reported that the doorsare in at the Fire Station. There will <br /> be an over-run in the cost. <br /> 1) Re: Mr. Ames vehicle, the Exec. Secretary feels we have no choice but <br /> to repair the Bronco. Chief Frye is looking at other vehicles for the <br /> future, but we would need to repair this one to dispose of it anyway. <br /> It is our ownly 4 wheel drive. Chm. Garland agreed. Sel. Thomas asked <br /> if it had a trailer hitch? Mr . Murphy doesn' t think so, but it could <br /> be added. It would be useful for pulling a boat. <br /> 2) Old Hollow Road. Mr. Murphy gave the history of the military's use <br /> of the road. They tried to fix it one, but McDonald objected. Col . <br /> McNamara feels they have an obligation to fix the road, would put in <br /> a gravel road with drainage ditches on both sides . Col . McNamara will <br /> contact the other abutters. Another meeting is scheduled with the <br /> colonel on October 8 , at 3 :00 p.m. <br /> 3) Omnibus Contract: The Board of Directros wants to be able to sub-lease <br /> to any charitable, education or non-profit agency. This would mean <br /> the Selectmen would lose control. Sel. will not go along with change. <br /> Town Counsel will be apprised of Omnibus Directors ' request. <br /> 4 ) Collective Bargaining: Chm. Garland has had numerous phone calls on the <br /> decision to bring collective bargaining back into the Selectmen' s baili- <br /> wick. He said that someone is circulating unfounded rumors , and he <br /> thinks he knows who it is. Sel . Thomas feels their decision is in the <br /> best interest of the Town and of Town employees. Chm. Garland concurs. <br /> Interruption <br /> The Fire Dept. is going to have a demonstration of a deck gun , which is <br /> able to deliver a strong stream of water at one spot. It can be mounted <br /> on any truck. It will cost approximately $1 ,400 , and Chief Gould will <br /> be asking for money to purchase it at the Special Town Meeting. Sel. <br /> Thomas asked about our water shortage? The response was that if they <br /> are not near a pond, it will have to be used intermittently. <br /> 11). Police Dept. Pilot Program: this proposed creating the non-permanent <br /> position of corporal. It will eliminate the position of Deputy Chief. <br /> The program also proposes round-the-c lock dispatchers . Watch commanders <br /> are now getting $15 . 65 per week, will go to $20. 00 per week. Proposal <br /> would provide motivation. There will be a sergeant or corporal on duty <br /> at all times. Would get a differential of $15. 38 a week. Chm. Garland <br /> said, "You are creating a permanent position, but not assigning it to <br /> permanent person?" Agreed. Mr. Murphy said the proposal would take <br /> something out of the contract, and make it management rights. Sel. <br /> Thomas stated that the Deputy Chief has never worked out well. Chm. <br /> Garland hopes it doesn't get back into negotiations . The experiment is <br /> proposed for 18 months . Mr. Murphy recommends sitting down with the <br /> representatives of the union and advising them of the action. He said <br /> we are replacing the Deputy Chief ' s position with one full-time patrol- <br />
