'I Notes on Admin. Mtg.
9/29/81
man, and bringing in a night dispatcher (civilian) . Sel. Thomas
• thinks it sounds like a move forward to a better system.
Cruisers : Chm. Garland is concerned about police vehicles standing
time, as opposed to running time and maintenance time. He proposes
buying a guage, which will cost around $40 , to measure the amount of
standing time that is put on these vehicles , and not recorded on the
odometer. The Chief will order one to try.
Connie Courtemanche, Assessor
Mrs. Courtemanche expressed some concerns about the handling of the
revaluation contract. She asked if Mr. DeLory had contacted the Board?
Who made out vouchers for payment? The Board of Assessors had received
the bill on time, and she thought the vouchers had been made out on
time. . .wonders what happened after that? She said a long time after-
wards , in September, they got a Memo raising questions about it. The
Executive -Secretary said he had requested a copy of the contract, but
has not received one. Mrs. Courtemanche said he sould have gotten a
copy; she will see that he gets one. Sel. Thomas asked if a portion of
the invoice could be processed, if the Board of Assessors knows that it
has been done? Mr. Murphy stated that if they are not satisfied that
all the terms of the contract have been met, they should not pay it.=
The Executive Secretary asked if the Assessors think they will need to
ask for more money at Town Meeting? Mrs . Courtemanche thought it might
be necessary. She said Mr. Culp had been told by the Chairman of the
Assessors to deal only with him.
5) Mills Case. The Board concurs with the settlement arrived at by.Mr.
Reardon.
r
6 ) Chm. Garland asked if Atty. Weld has drawn up the contract? Mr. Murphy
said he is waiting for concurrence from this Board. It will be put on
the Agenda for action tomorrow.
7 ) Library Trustee: The Selectmen agreed with the recommended appointment
for the Board of Library Trustees , will be on tomorrow' s agenda.
8) CETA Agreement: Board now feels it should be sent in. Sel. Thomas said
the program will be closely monitored, to protect the Cape' s interests.
9) Police Patrolman Resignation: Mr. Murphy explained that we have appli-
cations on file now that have been screened. The Selectmen agreed to
tell Chief Frye to move ahead with the Personnel Board in getting this
appointment made.
10 ) Special Counsel Meeting: Mr. Murphy suggested that there are a number
of things that should be discussed: 1 ) Gay Head settlement; 2 ) Museum;
3 ) Grant; 4 ) Mark Gunning' s program (Community Action Committee is up-
set, Mr. Clendenin doesn't feel this Board should participate) . It
• was suggested that Town Counsel and George Benway should be invited to
this meeting, and possibly the Community Action Group The Board de-
cided to see if Morris Kirsner could meet this Friday, October 2nd.
