Thomas : "Wasn ' t there a delay on the job because you couldn ' t have un- <br /> employment insurance?" <br /> Mr. Ellioan: "No there wasn ' t, there was a delay on the job because you people <br /> thought I didn' t have it . There was , the first delay , there <br /> was three days delay because I came in here and she wouldn' t let <br /> me sign the contract without the insurance . " <br /> Set . Garland: "Who is she? " <br /> Mr. Ellioan : "She wouldn' t let me sign the contract unless I had the' insurance <br /> policy . First of all I don ' t hand deliver insurance policy . <br /> It doesn' t work that way. First of all I ' ve got copies of my <br /> insurance which aren 't any good. It is no good for me to come <br /> to her and hand her an insurance policy. When I get a contract <br /> and go out for a contract and you request not everyone does , I <br /> sign the contract, I call my insurance and it comes from his <br /> office and the reason they do that is that any time they want <br /> to cancel my insurance they know everybody that I am doing the <br /> job for. They are saving you. Because if they are going to <br /> cancel , they just send you a letter stating that Ellco Construc- <br /> tion or whoever it is , ABC Construction no longer has insurance . <br /> A copy of my insurance policy out of my trailer, that ' s no good.' <br /> Adm. Secretary: " You were allowed to sign it that day. " <br /> Mr. Ellioan : " Yes , but you weren ' t going to let me sign it. You also stated <br /> that -I couldn' t do any work until you got the insurance policy . <br /> Isn ' t that correct?" <br /> Chm. Thomas : " That was her instructions . It ' s not her fault . " <br /> Mr. Ellioan: "Okay, all I am saying is the normal procedure , that is the way <br /> it would go . That ' s the only reason, not so I am covered, because <br /> I could go out and get an insurance policy and cancel the thing <br /> out and make all kinds of copies and send them out to anybody . <br /> That is the reason the system doesn' t work that way. The same <br /> reason somebody said to me well why was that insurance dated <br /> eight days before I got the job . Because I can go back for the <br /> last six years and that ' s when my anniversary date is . But that . <br /> has nothing to do with our capabilities or us doing the job for <br /> you people . I ' m not here to aggrivate the situation, but I just <br /> feel that there are alot of people in town that are talking about <br /> what is going on and they don' t know what we have done . I feel , <br /> you people , just by saying one word or two words did me an injus- <br /> tice . I didn' t do you an injustice by staying and keeping dig- <br /> ging. If you read the engineers report I went down deeper than <br /> I was suppose to. There was some places we were only suppose to <br /> go down six feet and we went down twelve . " <br /> Chm.
