to <br /> Board of Selectmen. <br /> Minutes <br /> June 18, 2012 <br /> APPQINTMENTS& GS: <br /> Andrew.Qot lieb Executive Director Cave Cod water krotection Collaborative <br /> Outreach Plan: <br /> Andrew Gottlieb,Executive Director-ofthe Cape Cod Water Protectioti <br /> Collaborative was in attendance to update th& Selectmen on the public outreach <br /> plan relative to the evaluation of the merits associated to a regional approach to <br /> wastewater management. <br /> Earlier this year,the Barnstable County Board of County C mn' n*s loner charged <br /> Mr. Gottlieb and Paul I Tied wiecki,the Executive Director of the Cape Cod <br /> C nim"ssion with exploring the issue of wastewater management on Cape Cod <br /> and to evaluate a regional wastewater plan for Cape Cod. <br /> To alleviate any concerns and to gain broad input, representatives from the Cape <br /> Cod Water Protection Collaborative and Cape Cod Commission will be <br /> conducting informational sessions to gather data and to listen to public concern. <br /> In his op inion,Mr. Gottlieb stated the Cape will not be developing one central <br /> system,but engage m a collective group of solutions which would include a <br /> number of smaller systems, some clustered,others Title v and with wastewater <br /> management by natural attenuation and large aquaculturefarming' alternatives. <br /> Mr. Gottlieb outlined the broad categories to be considered in the step-by-step <br /> analysis. This includes the technical aspect which varies from town-to-town. Mr. <br /> Gottlieb explained the reconal approach would be most advantageous o-leverage <br /> federal and state funding. The schedule of events and development of this process <br /> can be found on the website: www.cgpekeepers.org. <br /> It was disclosed the'Town of Iahpee has spent a considerable amount of time on <br /> the matter of severing. Mashpee's comprehensive wastewater plan to meet <br /> wastewater TMLD's is moving forward for review by M PA. In response, Mr. <br /> Gottlieb indicated that it is important for Cape town's to continue their planning <br /> process, and define their local issues to form the local framework for severing as <br /> it may be up to six years for the Cape to begin to gain financial assistance. <br /> Currently, 0% interest loans are the extent to what is available for funding. <br /> fn closing,Mr. Gottlieb noted the regional approach may be,of significance with <br /> national decision makers. Recently, litigation filed against the EPA with respect <br /> to this regard has drawn national attention.
