{ <br /> Page 24 <br /> Board of Selectmen <br /> Minutes-Executive Session <br /> Monday, April 1, 1996 <br /> DIS-CUSSIQN RELAMM TO LMATI 1' - <br /> Paul Griffin, Chairman of the High School Building Committee <br /> recommended to develop an entirely new management structure for <br /> the high school building project. We need qualified people with <br /> authority and knowledge stated I r. Griffin. <br /> Mr. Griffin reconunended to request the bonding company,Liberty <br /> Mutual to guarantee the performance by Stone according to the standards <br /> of the contractual agreement. <br /> Discussion followed with regards to the construction schedule of the <br /> prosect scope. It was noted that the substantial completion date is <br /> August 23, 1996 according to contract specifications. At this time,the <br /> project is approximately 5-8 weeks behind schedule. <br /> Attorney Rudnick,Esquire for the Liberty Bonding Company addressed <br /> the Board. His firm has proposed to assign George Gunn to the project <br /> site to act as an expediter and facilitator of the owner/contractor <br /> communications. <br /> It was noted that lir. Gunn, an architect will assume the above <br /> responsibility on behalf of the bonding company, at no additional charge <br /> to the Town of 1l a shp ee. <br /> We need to focus on methods to create a better worIcing relationship <br /> indicated Attorney Rudnick. He noted that Mr. Gunn has been employed <br /> by his firm in the past. His presence should enhance communmcation, and <br /> effectively get the project completed on schedule. <br /> Attorney Rudnick also noted that he has discussed this matter with counsel <br /> representing the Stone Building Company. It has been proposed that Stone <br /> will assume some type of"risk" penalty to get this project back on track. <br /> 11&.Frenette indicated that the problems appear to be anter-related, but <br /> are all related to supervision issues. The Town needs the assurance that <br /> Stone is going to perform. We need more experience supervision indicated <br /> mfr+ Frenette. <br /> Selects Dinizio indicated that safety and quality issues are his major <br /> concern. He recommended to conduct an assessment of the project to <br /> review these issues for compliance, <br /> Attorney Rudnick indicated that Liberty is the guarantor that the building <br /> will be c omple ted. We will assume all costs to get the job done according <br /> to specifications stated Attomey Rudnick who noted that his frn'ms <br /> obligation extends through the warranty issue. <br />
