Mr. Gregg stated that he and Mr. Gobell were developing a matrix <br /> to identify the dense, year-round population to target for planning. Chairman Fudala.referenced <br /> a 2012 density map and indicated that the Transfer Station site would be the most likely first <br /> treatment plant to be built. Mr. Howes cautioned the Co unission ensuring that a solid plan be <br /> in place, in case the shellfish are not successful, per DEP guidelines. Mr. Gregg responded that <br /> TMI L achievement would be chipped away with alternative management practices, such as the <br /> shellfish, during the early stages and Mr. Howes noted that Mashpee would need to prove that <br /> the alternative management practices were effective in their efforts. Mr. Gregg responded that <br /> timefrarne would need to be identified to re-run models after implementation of alternative <br /> management practices in order to determine any new baselines and allow adjustments to the plan <br /> over time. There was agreement that a traditional plan would be needed in the event that <br /> adaptive management practices were unable to solve the issue and that changes to the phased <br /> plan may result in aTeduction in s wering should adaptive management and other practices be <br /> successful. It was noted that all loads were determined at wild out levels which would be a <br /> population of 22,000 compared to the present 15,000 year round residents. Mr. York stated that <br /> some sub-watershed areas were already at build out, such as Hamblin and.lehu Ponds, and could <br /> offer the best potential to be cleaned up. There was also discussion regarding the consistent data <br /> that would be available in order to show changes in meeting the TM Ls. <br /> Mr. Gregg confirmed that be would be basing the plan on the three most,recent scenarios and <br /> consideration of the other togas, Scenario 1 C. Mr. Gregg also referenced the proposed cluster <br /> systems. Regarding Holland Mills, Santuit fond, the Seabrooks and Tri Town Circle, Ir. Gregg <br /> indicated that they were located in Zone 11. The islands would be facing an issue of being <br /> located in the flood zone, but with the possibility of locating a facility at the Keeter property, <br /> though the Chair stater that it would be a low priority in a later phase, and that shellfish would <br /> be located in Hamblin Pond. The Chair suggested that Seabrooks may be the only realistic <br /> option and Mr. Gregg noted that there would be Habitat issues. Pirate's Cove was high density <br /> and had initially been considered for a pRB. There was discussion regarding the challenges of <br /> placing a PRB in Pirate's Cove. Pickerel Cove featured partial Natural Heritage and it was noted <br /> that them was less density but that the area needed to be addressed in order to meet the TMDLs. <br /> 1t was suggested that it could,be a Phase 5 area. Mr. Howes stated-that-attenuation would occur <br /> for that area. <br /> Chairman Fudala stated that the voters were promised phasing and the lowest cost possible. fir. <br /> Gregg stated that the cost would coxae with the traditional plan, but incorporation of adaptive <br /> management, planning and consideration of different technologies for specific areas should <br /> provide cost saving measures. Mr. Lyons recommended allowing the plan to be developed prior <br /> to fine tuning the costs. .l r. Gurnee expressed interest in.identifying when results would be seen <br /> during phasing in order to show progress. Mr. Howes stated that the information could be <br /> provided. Chairman Fudala stated that Mashpee's density was located in areas with little <br /> attenuation and would rewire work at the Transfer Station first.
