Mashpee Planning Board <br /> Minutes of Meeting <br /> October 3, 2018 at 7:00 p.m. <br /> Waquoit Meeting Room, Mashpee Town Hall <br /> Present: Chairman Mary Waygan, Dennis Balzarini, Joe Cummings, David Kooharian, David <br /> Weeden, Robert(Rob)Hansen(Alt.) <br /> .Also: Evan Lehrer-Town Planner, Charles Rowley-Consulting Engineer <br /> CALL TO ORDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br /> Room at Mashpee Town Hall by the Chair, at 7:02 p.m. on Wednesday, October 3, 2018. The Chair <br /> stated that the Planning Board encouraged public participation and that the meeting was being <br /> videographed and recorded. The Chair welcomed attendees and asked that anyone addressing the <br /> Board do so using the microphone, stating their name and their business. All comments should be <br /> addressed through the Chair and the Board and a determination would be made whether comments <br /> would be heard by the Board, or taken under advisement. Public comment would be allowed only <br /> during the Public Hearing, The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES--July 18, 2018,August 1, 2018 and September 5, 2018 <br /> There were no amendments to the minutes. <br /> MOTION: Mr. Balzarini made a motion to approve all minutes, July 18°', 2018,August 111, 2018 <br /> and September 51h, 2018. .Mr. Kooharian seconded the motion. All voted unanimously. <br /> PUBLIC REARING <br /> 7:10 p.m. October 15, 2018 Town Meeting Warrant, Proposed Zoning Amendment <br /> Tarrant Article 14: Amendment to Wireless Facility Overlay District <br /> The appointed time having arrived, the Chair opened the Public Hearing and read for the record the <br /> Public Hearing Notice. The Chair invited public comment. <br /> Deirdre Greelish, Pond Circle, requested a copy of the map showing the overlay district, inquiring why <br /> the Warrant Article did not include a copy of the map. Mr. Lehrer explained that the Wireless Overlay <br /> District was based on three criteria, to include land within the Otis Air Force Base/safety zone, R3 and <br /> R5 and the National Wildlife Refuge boundary and requiring that it be located 1,000 feet from a <br /> historic resource. Within the Overlay District, parcels of land were scattered throughout town that met <br /> the criteria. Mr. Lehrer stated that this land was included in the zoning but the proposed Zoning <br /> Amendment would firmly establish that 101 Red Brook Road, Mashpee Fire Station#2, was located <br /> within the Overlay. Mr. Lehrer stated that the language of the Article and the map, as noted in the <br /> Public Hearing Notice, was available in the Town Clerk's office and in his office, and he would be <br /> happy to schedule an appointment to discuss the items further. Ms. Greelish inquired whether there <br /> would be a presentation and the Chair responded that the Article was submitted by the Board of <br /> Selectmen, not the Planning Board. Ms. Greelish inquired about the Board of Selectmen seeking an <br /> Overlay District for planning maps and inquired about the intent of the Overlay. Mr. Lehrer responded <br /> that the Overlay District was already established for the Town and that a DRI was currently being <br /> considered by the Cape Cod Commission. The Planning Board was not yet able to discuss the <br /> 1 <br />
