5 <br /> Finance Committee <br /> Minutes <br /> August 28, 2018 <br /> Review of Dat October 15 2018 Annual Town Meetin Warrant: (continued) <br /> Article #6: To amend the bylaw regarding the establishment of the Capital Improvement <br /> Program (CIP) Committee to add (2) additional members; a member or designee of the School <br /> Committee and an addition (second) at-large member appointed by the Board of Selectmen. <br /> Motion made by Mr. Avis to approve and recommend Article#6 as presented. <br /> Motion seconded by Mr. Pettengill. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. Ryan,yes <br /> Mr. Avis,yes Mr. McKelvey,yes Mr. McCahill,yes <br /> Mrs. Furbush,yes Opposed, none <br /> Article #7: To implement a 2016 General Law which would authorize the Board of <br /> Selectmen in the interest of public safety without further approval by the MassDOT,to establish <br /> a speed limit of 25 mph on any roadway inside a thickly settled or business district on any way <br /> that is not a state highway. <br /> Motion made by Mr. McKelvey to approve and recommend Article#7 as presented. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. Ryan,yes <br /> Mr. Avis,yes Mr. McKelvey,yes Mr. McCahill,yes <br /> Mrs. Furbush,yes Opposed, none <br /> Article #8: To establish designated safety zones on, at or near any way in the Town which is <br /> not a state highway. The article would exercise the Town's local option to implement the 2016 <br /> General Law which would authorize the Board of Selectmen without further approval from the <br /> MassDOT to establish designated safety zones, and with the approval of the MassDOT on state <br /> highways. The article was HELD for further clarification. <br />
