4 <br /> Board of Selectmen <br /> Minutes <br /> November 5, 2018 <br /> APPOINTMENTS & HEARINGS <br /> Cape Light Compact_—Margaret Downey: <br /> Maggie Downey representing the Cape Light Compact(CLC) gave an overview of the three-year Energy <br /> Efficiency Plan which offers Cape Light Compact enhancements and new opportunities. Cape Light Compact <br /> is an award winning energy services organization on the Cape and Martha's Vineyard. The CLC works <br /> collaboratively with other state wide program administrators to provide cost effective energy efficiency <br /> programs. <br /> Specific program enhancements include the continuation of the 100% no cap on insulation measures for year- <br /> round electrical consumption users and natural gas heated home customers who prefer to be served by the <br /> Cape Light Compact. <br /> Objectives of the enhanced residential offering include incentives for 700 non-gas heated participants; tiered <br /> services by income, and the conversion of oil, propane, electric resistance heat to cold climate heat pumps. <br /> Strategic electrification includes PV systems to support heating systems, reduce emissions and offset <br /> increased electricity usage. Battery storage is proposed and requires an interconnection agreement for <br /> installation for demand response and resiliency. Other pians include incentivizing connected devices (smart <br /> appliances, Wi-Fi, thermostats,plug load controllers etc.) to reduce residential energy use. <br /> Municipalities represent 7% of the total Cape & Islands customer base. Incentives are granted for up to 100% <br /> for greater cost coverage with equipment maintenance training to ensure savings with board approved projects <br /> over$150,000. Programs are also available for non-profits and small businesses. <br /> Additional information may be found on the website: or by emailing <br /> info Ld),ca eli ghtcom act.orf7. or by calling 1-800-797-6699. <br /> Department of Public Works Director Catherine Laurent: <br /> Discussion and Approval of Recommendation of Award of Contract for Roof Replacement at Mashpee Police <br /> Station: Emmanuel Construction, Inc.: <br /> Catherine Laurent, Director of Public Works recommended a contract be awarded to Emmanuel Construction, <br /> Inc, in the amount of$48,500 for the replacement of the asphalt shingle roof on the two-story portion of the <br /> Mashpee Police Station building. <br /> It was noted the cost is higher than anticipated due to the increase in the cost of asphalt shingles and for the <br /> prevailing wage rate. The roof on the lower level of the building is constructed with 50-year architectural <br /> shingles, and the two-story portion would be constructed of the same material. <br />
