Further, he said Water Department did easement taking---many challenges
there that are not in Applicant's benefit. Glen Harrington responded that Applicant is getting benefit of
getting 16 lots, and this road paving is not the Town's issue.
Catherine asked how they would transition from existing 14' gravel to 20' paved surface and then
back to 14' gravel on one end. He said the roads needs to be graded, but
realigning; widening: paving is beyond the supe of this project.
Glen said if you install asphalt in the road layout rril that be over utilities. Matt Costa said over water
only. Utilities are on the south side of the layout.
Catherine voiced real concern with not improving line Castle Drive all the via out to Great Heck

South; and also has the concern that by not doing that how it will impact traffic on D grass Board.
i
Joyce Mason said she thinks the Planning Board has an obligation to consider what is the right thing
to do ... and the right thing to do is to complete Blue Castle Drive.
Jonathan Forbush agreed with Joyce and he suggested perhaps to seek advice from Town Counsel
on this. Jonathan said there are a number of concerns and this may be the opportune time to set it
right. Matt Costa said his client is doing what he has to do here. Glen commented that if we don't
look at the impact of this project, we are not doing what we should be doing. Scott Carline-aggrieed
legal opinion was needed on this.
Motion: Glen Harrington motioned to continue the Ockway Highlands review to get Town Counsel
Opinion as to Town's concerns regarding issues with this project and Town's right to request road
realignment and require Blue Castle Drive to be completely paved.
Scott Carline seconded this motion. The motion was unanimously passed by Design Review and by
Plan Review.
IAA r val of Minutes
Plan Review: Joyce Mason motioned. to approve the minutes of the Design Review and Plan Review
combined meeting of July 16, 2013 as amended; Glen Harrington seconded the motion; and it was
approved by Plan Review, with Scott earline and Catherine Laurent abstaining. -
Adi u rrnen ...This joint meeting of Design Review and Plan Review adjourned at 0:08 a.m.
Respectfully submitted,
n Giliberti
cording Secretary
3
