Last night I was presenting the regulations developed through the stakeholder process to the <br /> Mashpee Board of Health. I was there by invitation to promote the adoption of the regulations and answer their <br /> questions. <br /> Toward the end of the session I was informed by the Board chair, Kalliope Egloff, and the health agent, Glen <br /> Harrington, that you had announced to them that the deadline for adoption of the regulations by the Cape towns <br /> had been extended one year. First and foremost, I am writing to confirm that extension and get some details on <br /> it to report to the EOC at our monthly meeting tonight. <br /> On the one hand that extension is good news, as there appears to be reluctance on the part of our BOH to adopt <br /> these regulations. One board member suggested that these regulations should be studied more carefully, <br /> modified and then presented as a warrant at a Town Meeting in 2014. I would like to discuss this situation with <br /> you, as I have taken the unofficial role of chief promoter of the fertilizer regulations in the Town of Mashpee. <br /> As a member of the industry and something of an expert/educator on the subject—I have developed alternative <br /> programs and lectured on turf management (the environmentally friendly kind) to professional organizations on <br /> the state, regional and national level—I see places where these regulations could and perhaps should be <br /> improved. On the other hand I am somewhat concerned about a Town warrant process for adoption. I would <br /> also like to discuss alternative enforcement mechanisms—especially since this is the principal concern of the <br /> BOH. I believe these regulations are a very important part of the water quality mitigation process, so I really <br /> want them to succeed. <br /> Could we arrange a time to discuss this in the near future?
