Mr. Rowley suggested that"adequate access," under C,was a subjective term requiring more <br /> definition, adding that sandwich signs could not diminish accessibility. The Chair recommended the <br /> addition of illustrations to the guidelines. The Chair also suggested that sandwich boards could be an <br /> opportunity to brand the Town, for example using the Town's motto"live,work, play." Mr. Lehrer <br /> responded that it could be considered in the way finding project. Mr. Weeden suggested consideration <br /> of securing the signage and Mr. Lehrer confirmed that most temporary sign bylaws required that <br /> signage be constructed of durable material. <br /> Regarding donation bins located around Mashpee, Mr. Lehrer stated that they were frequently cluttered <br /> and located in inappropriate places and suggested that they be addressed more appropriately. Donation <br /> bins could not be prohibited but could be placed in better locations. Mr. Lehrer referenced bins located <br /> on Main Street with garbage everywhere, adding that when the contents were picked up, the roadway <br /> was blocked by the truck. Bins should not be located on major thoroughfares and should provide a <br /> pull off for safety reasons. Due to the garbage and safety issues,Mr. Lehrer suggested regulating the <br /> bins so that people could have safe access without traffic being blocked. Mr. Lehrer would like the <br /> Board to draft language to be considered at Town Meeting. The Chair inquired whether anyone had <br /> been in touch with the property owners and Mr. Lehrer responded that it was the first issue that the <br /> Building Commissioner brought to Mr. Lehrer's attention. Mr. Lehrer believed that the Building <br /> Commissioner had been in contact with property owners.. The Chair asked that Mr. Lehrer find out <br /> whether the property owners had been contacted by the Town and whether they had been asked to fix <br /> the problems on their own, before consideration of a bylaw that would end up in citation. Mr. Hansen <br /> suggested the addition of cameras. Mr. Lehrer noted that there are better locations for the bins. <br /> Signature on October 15,2015 Town Meeting Approved Road Taking Plans-Board <br /> members signed the plans approved at the October 3 meeting. <br /> Cape Cod Commission Public Comment Period on Technical Bulletins-Mr. Weeden <br /> reported that comments were posted on the Cape Cod Commission website for the draft Regional <br /> Policy Plan, which appears in the Resource Center. The Chair will forward the Board a link and Mr. <br /> Weeden noted that December 29 was the deadline for comments to be received. The Chair inquired <br /> whether the Board wished to submit comments, as many of the minimum performance standards had <br /> been removed from the RPP, replaced with regional goals and objectives carried over to the technical <br /> bulletins. The Chair would review what was removed and noted the example of Open Space <br /> requirements that had been removed. Mr. Weeden stated that this RPP was a new approach and the <br /> Chair added that there were different requirements in different place types. Mr. Balzarini stated that it <br /> sounded similar to form-based code. Mr. Lehrer stated that the technical bulletins were specific to DRI <br /> review, adding that Eastham or Truro development was different than Hyannis, noting that the <br /> standards for development should be different for different places. Removal of thresholds allowed the <br /> Commission to review projects specific to the place type. Mr. Balzarini expressed concem about the <br /> removal of affordable housing needed all over the Cape. The Chair noted that some towns relied on <br /> the Cape Cod Commission for some of the performance standards, such as affordable housing or open <br /> space. Mr. Weeden suggested that the intent was likely to allow towns more flexibility. Mr. Balzarini <br /> felt that the Cape Cod Commission should serve in an advisory role, assisting towns. The Chair <br /> inquired who would determine the place types and Mr. Weeden responded that they were defined but <br /> not yet mapped. Mr. Lehrer stated that growth centers,Iike Mashpee Commons,were established. <br /> The Chair inquired whether towns were asked about place types and Mr. Weeden responded that he <br /> believed they had been and that Ernie Virgilio served as the Mashpee liaison.
