Selectman O'Hara agreed that a lot of work had been completed by the Sewer Commission and <br /> that the water district vas just beginning to be introduced to it. It was noted that there would be <br /> Town vote in May regarding the combining of the Commissions but that it likely would not be <br /> finalized by the legislature until May 2013. The Chair noted that the Article would state that the <br /> Sewer Commission would be wiped out once the Water District became the water Sewer <br /> District and suggested that a transition may be necessary. Selectman O'Hararecommended that <br /> Commissioners bring heir thoughts to the table. The Chair pointed out the two empty seats on <br /> the Sever Commission and Mr. Lyons recommended that the Selectmen appoint water District <br /> Commissioners to the empty seats in order to bring them into the process. The Chair agreed, <br /> noting that he knew of one individual interested in the Sever Commission and suggested that <br /> one slot be filled by a water District Commissioner. Chain nan Fudala stated that there heeded <br /> to be direct involvement by the Water District ct in order to move forward, adding that the clock <br /> was ticking on the 2019 SRF loan. There was also discussion about regional efforts, which could <br /> save on administrative costs, but that municipalities needed to move forward with their planning <br /> due to the lawsuit. Mr. Klenert noted that regionalization may provide greater access to Federal <br /> funds. There was also discussion about the Cape Cod water Collaborative's role to pursue funds <br /> for the Cape. Selectman O'Hara recommended that the water Distn*ct be invited to attend next <br /> month's meeting regarding the USGS solute transport modeling but suggested that the <br /> presentation be timed for the beginning of the meeting so that they would not-need to remain for <br /> the business portion of the meeting. <br /> -Status of O'Hara and Marcelli Commission vacancies-The Chair reported that the Attorney <br /> General had not yet approved the Article allowing the hard of Selectmen to appoint <br /> Commissioners beyond precincts 2 and 3. <br /> New Developments/Existing Developments Requiring wastewater Treatment Plants <br /> -Mashpee village-Pursuing their own treatment plant and discharge permit although open to <br /> cooperation with adjacent properties. Fakility shared with Assisted Living on adjacent land may <br /> be possibility (see below). <br /> -Summerwood—No news + <br /> -Stratford Ponds—Completed treatment plant improvements to blowers etc. <br /> -wampan ag village,40B project by wampanoag Tribe—40K gpd (RBQ treatment plant <br /> constructed in advance of 40B approval due to federal funding conditions. will be rewired to <br /> tie in neighboring properties to meet DEP"zero net nitrogen" rule, possibly including Town Hall <br /> area.. DEP will only enforce "no net" after 9900 gpd exceeded. Plant is 99% complete and tour <br /> can be arranged for interested Commission ion members. There was interest in touring the facility <br /> and the Chair will make arrangements and communicate the options to Commissioners. <br /> Selectman O'Hara recommended that the water District Commissioners also be invited to <br /> participate in the tour. <br /> -Cotuit Meadows 40B (I*n Barnstable)—Construction done on Zenon MEBR WWT . Nursing <br /> home in 1 lashp a tied in to meet DEP"zero net nitrogen'' polio. Shellback Place in Ma h <br /> has right to connect in future. initial total N<2 mg 1. <br /> -Potential new 40B/mixed use on Haney property between 151 and old Barnstable Rd. will <br /> need treatment plant. Interested in cooperation wraith other area private WWTP proposals or <br /> mumcipal plant. Possibly tie in Lakeside village mobile home park. <br />
