Gurnee responded that it was possible close to the water. <br /> Mr. Santos thought that it could be restricted commercially but not residentially. There was <br /> discussion about lashpee's efforts to restrict usage, but it had failed at Town Meeting. Mr. <br /> robell noted that both Nantucket and Massachusetts was working on legislation to limit the use <br /> of phosphorus in fertilizer. The Chair inquired whether it could be a town regulation if the state <br /> regulated fertilizer. lig-. Gurnee indicated that Falmouth had been considering a fertilizer bylaw. <br /> Fertilizer Education-The state planned to educate residents regarding usage o <br /> phosphorus in fertilizer. The Chair referenced the Mashpee Blue Book as a tool to educating <br /> Mashpee residents. <br /> St rmwater Best Management Practices-The Chair indicated that BNTs were required <br /> for new developments, commercial and residential. Mr. Klenert suggested that it was likely to be <br /> a challenge to manage the variety of regulations needed. The Chair inquired whether it should <br /> be regulated that existing developments be retrofitted and Mr. Gregg suggested that <br /> recommendations and public education could be pursued. Mr. Santos recommended that <br /> upgrades could be like Title V. There was discussion regarding the authority that would review <br /> 4 new plans or changes to existing developments. Chairman Fudala stated that once the original <br /> subdivision had been considered, the Planning Board had no additional say or enforcement <br /> authority. Mr. Gurnee added that the <br /> Conservation Committee reviewed projects near wetlands. Mr. Gregg recommended <br /> communicating with the Department of Public Worts regarding future stormwater projects for <br /> planning purposes that could assist in reducing nitrogen loads. Mr. York stated that BNTs were <br /> being utilized for a variety of projects in Mashpee. Chairman Fudala emphasized the need to <br /> utilize nitrogen reducing BMPs. <br /> Water ate-Use-Mr. Gregg offered examples of water re--use in such forms as ground <br /> water recharge, irrigation and pude pipe. The Clair pointed out that public sentiment had <br /> expressed interest in reuse of gray water rather than severing, possibly through irrigation. Mr. <br /> Gregg pointed out that it would depend upon what was being irrigated and whether it would be <br /> harvested or left in place. Mr. Gregg explained the use of drip irrigation below the root zone <br /> adding that costs would be increased due to added treatment necessary in sensitive watershed. <br /> The Chair inquired whether there was a nitrogen benefit and Mr. Gregg responded that it would <br /> depend whether it was a closed system, as the water would need to go somewhere.
