• All appropriate maintenance operations staff will be trained and certified in the Florida <br /> Yards&Neighborhoods Environmental Landscape Management Course within one year <br /> of the approval of this regulation; <br /> • Training and certification in the Florida Yards &Neighborhoods Environmental <br /> Landscape Management Course will be offered to commercial landscape contractors; and <br /> • The Extension Office facility will serve as an educational example and demonstration site <br /> of building, landscape, and/or design principles related to natural resource conservation <br /> including water, energy, and landscapes. <br /> Applicability for Pleasant Bay: This is an example of an educational program that certifies <br /> maintenance operations staff in an Environmental Landscape Management course. Additionally, <br /> the county is setting an example by managing their property using BMPs. Pleasant Bay <br /> communities could lead by example and manage their properties according to similar BMPs. <br /> F -Restrictions on the Application and Sale of Lawn Fertilizer within the County of Westchester <br /> Source: <br /> http://environment.westchestergov.com/index.php?option=com content&task=view&id=2580&I <br /> temid=4621 <br /> The County of Westchester passed a law limiting the use of phosphorous-containing lawn <br /> fertilizers and imposes other common-sense restrictions on their application. Regulations <br /> include: <br /> • Restricted use of lawn fertilizer containing more than 0%phosphorus; and <br /> • Lawn fertilizer applications are not allowed between December 1 —April 1,within 20 <br /> feet of any surface water, or on impervious surfaces. <br /> The bylaw also includes restrictions on the sale of fertilizer containing phosphorus, educational <br /> requirements for home improvement contractors, and public education components. <br /> Applicability for Pleasant Bay: This bylaw addresses many of the same concerns that have been <br /> identified in the Pleasant Bay watershed. It could be adapted to focus on fertilizers containing <br /> nitrogen, as opposed to phosphorus. Each community within the watershed would have to pass <br /> the bylaw. There would be issues with enforcement and with the importation of nitrogen <br /> fertilizer from retail stores in other Towns. If considered,this may be best accomplished as a <br /> regional undertaking across Cape Cod. <br /> 4.2 NON-REGULATORY PROGRAMS AND STANDARDS <br /> A-N-Balance-Nitrogen Offset Program New Hampshire Coastal Protection Partnership <br /> Source: http•//www nhcoast or /ig ndex.php/welcome/overview/live-nitrogen-reduction-pro gram <br /> This voluntary program was developed to encourage seacoast residents to offset their nitrogen <br /> footprint by purchasing N-Credits.
