Minutes of combined beefing of <br /> Mashpeel ee n Review Committee and <br /> Mashpee Plan review Commiftee <br /> Held Tuesday, January 18, 2011 <br /> ash ee Town Hall Meeting Room 3 <br /> Design Review Members Present: Torn O'Hara, and David Kooharian. <br /> Plan Review Members Present: <br /> Charlie Maintanis, Local-inspector <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Torn Fudala, Town Planner <br /> Scoft-Carline, Police Department <br /> Glen'Harrington, Health Agent <br /> Drew McManus, Conservation Agent <br /> Also Present: Joel-Clifford, Fire Inspector <br /> Charlie Maintarnis called the meeting to order at 3:06 a.m. <br /> 74 Algonquin <br /> Bill Chapman <br /> Informal discussion on proposed changes to Funeral Home <br /> Bili Chapman and Attorney Robert Mills appeared. Attorney Mills said the intention was to construct a <br /> stone wall'in natural sloping area.but evidently contractor cut the natural bank and then got notice to <br /> stop cork because evidently permit is required to do this work and that's why they are here. Mr. Mills <br /> sand they wanted to d p the stone gall: 1 for aesthetics; and 2 to-draw-more attention to-the facility <br /> because at every funeral people have to call because they get lost. The people evidently make a <br /> wrong turn down Algonquin and then have to cross a dangerous intersection at 151 to get to the <br /> funeral home. -Mr. Mills explained part of the problem is GIS systems and map quest error in their <br /> instructions and Mr. Chapman is in touch with there to correct their instructions. <br /> Regarding the stone gall placement, Mr. Mills said today-he can't tell whether they're encroaching <br /> into the 50 foot buffer to a wetland-resource area and he can't tell whether or not they are in the 5 <br /> foot buffer to 151. Dreg McManus explained under the Chapter 172 Wetland by-law it is 100 foot <br /> setback from the wetland so definitely they're in the buffer zone. Drew said he doesn't see much <br /> impact because it is essentially a drainage wetland (also known as Isolated Land Subject to <br /> Flooding). He said they would need a permit before any work is done (and they will need to retro- <br /> permit for work already carried out within the buffer zone). Tone Fudaia commented that they already <br /> cleared within the natural buffer zone; the whole project could not be done under zoning; they should <br /> be cited with zoning by-law violation. <br /> Bill Chapman said that ever funeral they have someone calls that they are lost. He said they#ve put <br /> p <br /> up signs and he requested Google/map quest to correct instructions. Torn O'Hara said why not move <br /> the sign and re-establish vegetation that was there. IIIb. Mills said very little vegetation was there to <br /> begin with. ToniO'Hara suggested that maybe relocate sign into buffer area to get better visibility <br /> and put vegetation the way it was, <br />
