i <br /> ,f <br /> 1• <br /> Discussion Status of Access Road to Mills Pro]2e <br /> Building Inspector Bill Hauck stated the plan is from the 1920 ' s <br /> and access is a dirt road off Newtown Road near bog roads . <br /> Chairman Ferragamo noted there is no request, no Mr. Mills, <br /> no plans, and the original plan predates regulations , therefore <br /> it is not a planning board matter; the adequacy of access issue <br /> falls under the Building Inspector ' s jurisdictiong <br /> Discussion with Fields Point Re: Mashpee Commons <br /> Fields Point vice President Douglas storr gave a presentation <br /> about possible development of its 80 acres of undeveloped <br /> commercially-zoned property near Mashpee Commons . The issue <br /> is whether or not to change the current C-1 zoning to mixed <br /> use to include residential and commercial with multiple ownership <br /> to create a New England village center similar to Barnstable <br /> Village on 6A. The other issue i s whether two members of the <br /> Planning Board should participate in the proposed ad hoc <br /> committee. Mr. Fudala noted that current zoning allows for <br /> residential development under a By Law but would require the <br /> special permitting process. Ms. caffyn raised concerns about <br /> transporation through this area, and she further recommended <br /> the Planning Board be advisory, use the petition process , hold <br /> a public hearing, and put on Town Meeting floor in October. <br /> Mr. Storr would lake a consensus before the petition article <br /> on Town meeting floor or a special Town Meeting. Ms, Meij erin <br /> recommended forming a citizen advisory committee first. Mr . <br /> Storrs stated this development is a segment of the comprehensive <br /> .flan and should he dovetailed with the masterlan. A concern <br /> was raised that this ad hoc group will be used as a political <br /> tool to pass it on Town meeting floor, and also the ad hoc <br /> committee does not have planning experience* Chairman Ferragamo <br /> and Mr. Bal tar in.i expressed sup ort for the new committee. <br /> Ms. Mei j e ring recommended forming a citizen advisory <br /> committee first. Mr. Coffey did notpartake in the discuss ion. <br /> chairman Ferragamo read a letter of interest from Mr. Mitroko stas <br /> to serve on the new committee. A motion was rade and seconded <br /> to consider the creation of the new committee at the next hoard <br /> meeting when Mr; Mitrokostas is present. A statement from C+L, Rowley <br /> was read as follows : Plan appears to conform to subdivision <br /> rules and regulation for ANR submission except for ( 1 ) add zoning <br /> district. Motion made and seconded to accept this plan to add <br /> -3- <br />
