It will be filed with the Hoard of <br /> Health; well and septic locations have been reviewed. No public <br /> comments. A motion was made and seconded to accept the <br /> definitive plan, add "tie line" , wai e Planning ward regulation <br /> Sec. 5 re: submission of a preliminary plan, rescind previous <br /> plan in Book 466, p. 58-59, and show this as a new plan with <br /> Book and Page No. Unanimousp <br /> Local- Comprehensive Plan <br /> 7 : 00 Presentation of Affordable Housing }deport by consultant <br /> Sarah James <br /> Ms. James gave an overview of a Study on Affordable Housing <br /> completed by Hare and James Associates which provides input <br /> for the Planning Department to use for the housing element of <br /> the Local Comprehensive Plan. one of the findings was that <br /> Mashpee owners and renters are paying a burdensome amount for <br /> housing ( 30% or more of their ,income goes towards housing) . <br /> The target goal 'i' s to have 10% of the total year round housing <br /> be subsidized. EOCD and CCC look at number of units <br /> ( ro ` ects ) subsidized which for Mashpee is 175 units (under <br /> 5 of Mashpee' s Housing)-. certificates which are tenant used <br /> are not counted which if they were would bring the figure u <br /> to 7%; Mashpee could change the language to count subsidies, <br /> Ms . Fames further stated that real needs are a consideration <br /> suggesting that roan.. condos could be made "affordable" with <br /> � � " low-interest <br /> additional assistance using certificates and a low i <br /> rate program. (At present EOCD nor the cCC count tenant <br /> subsidies . ) The options for Mashpee to consider are: To expand <br /> with existing new buildings , do conversions{ or build new units,. <br /> Mr. Halzarini asked if mashpee will benefit by meeting the 10% <br /> standard, and Mr. Fudala stated that our aid and grants are <br /> dependent upon making efforts in this area. Ms . caf f n suggested <br /> including traitor parks and other existing affordable housing <br /> into the 10% standard. Ms. Greelish feels that the data is <br /> flawed and should not be in any policy until ccc uses more <br /> accurate data; the figures are ]used on 1990 census numbers . <br /> She further suggested making it easier to build granny flats , <br /> etc. , and avoid public subsidy. Ms. Greelish asked to read <br /> the Report, and Mr. Fuda la offered his copy. s carnes concluded <br /> her presentation stating the 10 ficju.re and ashpee ' s real needs <br /> should determine its policy, and Mashpee can devise policies <br /> to fit Mashpee only. <br /> -2- <br />
