8 <br /> Board of Selectmen <br /> Minutes <br /> January 7, 2019 <br /> NEW BUSINESS <br /> Fiscal Year 2020 Capital Improvement Programpdate: Town Manager: <br /> Town Manager Rodney C. Collins presented the compilation of Capital Improvement Program (CIP) <br /> projects recommended for funding in fiscal year 2020. The $1,412,692 budget is reflective of the <br /> ongoing vehicle replacement programs, DPW equipment,technology updates and capital <br /> appropriations to the School. Funding sources identified include Revenue Available for <br /> Appropriation $1,319,950, Recreation Revolving Funds $17,742, MCAT (Cable) Funds $50,000 and <br /> School Lunch Revolving Funds $25,000. <br /> Funding for the proposed Natural Resources building at the Ockway Bay Boat Ramp has not been <br /> identified and is pending further action from the CIP Committee. A decision is anticipated to be <br /> determined at the Capital Improvement Program meeting on January 18, 2019. <br /> Motion made by Selectman Gottlieb to approve the FY2020 Capital Improvement Program <br /> budget as recommended by the Town Manager. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> Discussion and Approval of Appointment to the Cape Cod and Islands Water Protection Fund <br /> Management Board: Andrew Gottlieb: <br /> Governor Charles Baker recently signed an act to expand the room occupancy excise tax and local <br /> option excise tax to include short term rental accommodations. Within the legislation is the creation <br /> of the Cape and Islands Water Protection Fund proposed to assist in the remediation of nitrogen <br /> removal and offset local wastewater management. The additional 2.75% surcharge earmarked for <br /> wastewater improvement would be administered by the State Treasurer's Office. The Cape Cod and <br /> Islands Water Protection Fund Management Board is proposed as oversight board comprised of <br /> representation from the 15 Cape towns to assist the State in determining the rate of subsidy at which <br /> the tax funds would be dispersed. The proposal would assist Cape municipalities with their <br /> wastewater management projects that may qualify for SRF loans; zero percent state interest loans to <br /> mitigate nitrogen conditions. <br /> Further information regarding the objective of the Cape Cod and Islands Water Protection Fund and <br /> its Management Board is intended to be presented at the January 15, 2019 Wastewater Meeting. <br /> When asked of the potential for a conflict of interest to serve on the new board, Selectmen Andrew R. <br /> Gottlieb, Executive Director of The Association to Preserve Cape Cod indicated there is no conflict <br /> with his representing organization. The MassDEP selects the applicants through the SRF loan <br /> process. The new Cape Cod Water Protection Fund Management Board provides the oversight to <br /> ensure funding is properly expended on the Cape. The board would not approve specific projects. <br />
