Ms. Richardson noted that the public <br /> sector provided more influence on infrastructure in a way that investments would increase density and <br /> provide housing options, which would then bring economic diversity. Mr. Balzarini inquired about <br /> surveying the public about whether they would prefer to maintain a one acre requirement. Ms. Harper <br /> responded that the Community Resiliency Program in the three towns did include a survey. They will <br /> send a link to the Hyannis survey to Mr. Lehrer. Ms. Harper stated that they had found greater <br /> tolerance in planning areas where communities desired increased growth and more compact <br /> development. Mr. Weeden noted his struggle with developments of higher density to achieve clean <br /> water. Mr. Lehrer referenced the collection of revenue and his recent conversation with Mashpee <br /> Commons regarding their wastewater treatment plant. The Mashpee Commons wastewater facility <br /> treated effluent at 3 or 4 mg/L, totaling hundreds of thousands of gallons each year, contributing the <br /> same amount of nitrogen to the system as a couple of single family homes. Mr. Balzarini inquired <br /> about previous flow issues and Mr. Ferronti, Mashpee Commons, confirmed that the flow was <br /> regulated, all of which was constantly equalized. Ms. Richardson stated that density would be allowed <br /> at the activity centers where the infrastructure was already in place and would provide a variety of <br /> types of housing that would be appealing to a variety of workers. <br /> Mr. Lehrer stated that he could forward any additional Board questions to Ms. Richardson or Ms. <br /> Harper. There was discussion about other options to a traditional septic system. Interest was <br /> expressed in visiting the Base to review other wastewater systems and Mr. Lehrer agreed to look into <br /> the possibility. <br /> PUBLIC HEARING <br /> 7:10 p.m. Bennett Environmental Associates for Windchime Condominium Trust <br /> The appointed time having arrived, the Vice Chair read for the record the Public Hearing Notice. Mr. <br /> Lehrer stated that due to the passing of her father, Chairman Waygan was not in attendance at tonight's <br /> meeting. As a resident of Windchime, Vice Chair Cummings had recused himself on this matter. As a <br /> result, there would be only three Board members to vote, with Mr. Hansen seated, so the applicant <br /> requested a continuance until the next meeting in February. <br /> MOTION: Mr. Balzarini made a motion to continue the Public Hearing to February 6, 2019 at <br /> 7:20 p.m. Mr.Weeden seconded the motion.
