l <br /> On February 16, 2017, Attorney Wall attended the hearing representing Lakeside Estates and commented that <br /> the units are owned by the occupants not the park. The park owns the infrastructure. The park owner is required <br /> to supply 30 psi of water pressure at the connection to the manufactured home. The Board requested an Agent- <br /> witnessed water test, which occurred on March g, 2017. It was performed at the exterior of the unit. 30 psi or <br /> more were evident at the outside of the unit. However, the owner of the unit was not available for testing within <br /> the unit. The park owner feels the problem with the water pressure is inside the unit because the plumbing has <br /> a filtration system. <br /> Glen Harrington stated that he does not agree with most of Attorney Wall's allegations regarding the water <br /> pressure or the causes. The cause is-directly with the distribution system. When water is used inside the trailer, <br /> the water pressure drops. This means the distribution system is not providing enough pressure. The park <br /> operator continues to ignore the situation and fails to provide-proper pressure. Under the Sanitary Code in <br /> performance of this system with the plumbing, while the plumbing is operating inside the trailer, it is failing to <br /> maintain temperature, and that is the violation. Even though the military will be paying for the installation of town <br /> water, this has been an on-going issue since September of 2016. The static pressure is fine. Lakeside Estates <br /> is not being cited for the static pressure. They are cited for failure to maintain temperature in performance with <br /> the system. The filtration unit was removed 7 years ago from Unit#8 Lakeside Estates. <br /> Brian Baurngaertel started that the Sanitary code has been violated. The fines in this particular case should <br /> remain as stated in the December 28, 2016, order letter. The static pressure at the spigot was 41 psi without any <br /> usage within the unit. Static pressure is not dynamic pressure. It should be able to maintain that minimum amount <br /> of pressure regardless of water usage. The Board made some effort to resolve this by requesting Mr. Haney to <br /> excavate the line and prove there is no leak, which he refused to do. <br /> Laurel Almquist made a motion that the Board of Health re-confirm the fines issued in the December 28, 20116, <br /> letter for 41 days of non-compliance at $100 per day for a total of 4,1100.00. Brian Baurngaertel seconded the <br /> motion. The motion was unanimously approved. <br /> NEW BUSINESS <br /> 1. Board of Health lie^orga' nization. <br /> Laurel Almquist made a motion that the Board of Health nominate Brian Baurngaertel as Chairman of the <br /> Board of Health for the Fiscal Year 2018. Brian Baurngaertel seconded the motion. The motion was <br /> unanimously approved. <br /> Brian Baurngaertel made a motion that the Board of Health nominate Laurel Almquist as o--Chair of the Board <br /> of Health for the Fiscal Year 2018. Laurel Almquist seconded the motion. The motion was unanimously <br /> approved. <br /> . Sign'Expense warrants. The Board members signed the expense warrants. <br /> 3. Review/Approve BOH Public Session Minutes: dune 1, 2017. <br /> Laurel Almquist made a motion that the Board of Health approve the Public Session minutes of June 1 2017. <br /> Brian Baumgaertel seconded the motion. The motion was unanimously approved. <br /> 4. Request for 2017 Mobile Permit— Dawg in the road (Russell Frayre). <br /> The applicant, Russell Frayre (Dawg in the Road), has submitted the application, business certificate, State <br /> Hawkers & Peddlers License} certified Food Protection Manager certificate, Allergy Awareness certificate, <br /> commissary permit and agreement, liability insurance, menu, and a passing inspection of the mobile unit was <br /> performed for Dawg in the Road. <br /> Laurel Almquist made a motion that the Board of Health approve the 2017 Mobile Food Permit for Dawg in the <br /> Road, Russell Frayre. Brian Baumgaertel seconded the motion. The motion was unanimously approved. <br /> 5. Request for 2017 Residential Kitchen and Temporary Food Permits—chopchague Farre. <br />
