The Head Librarian and the Library Trustees reviewed the full-length draft and suggested <br /> that Options 2 & 3 be deleted with Option 4 moving up to #2. Seeing how undersized the <br /> library is after reviewing the calculations presented in this draft element, both the Head <br /> Librarian and the Trustees, would like to see a new option 3 which shall read: create a <br /> library that is able to meet projected levels of service through buildout. This option would <br /> create a facility of 16,000 square feet, requiring an expansion of 11,000 square feet to the <br /> current library. The Library Space Needs study should explore these two options and see <br /> if funding could be obtained for a the library that could be built with capacity to serve the <br /> Town through buildout. <br /> g ! <br /> Fiscal capabilities <br /> To minimize property tax funding, at least two alternative sources should be considered: <br /> grants and impact fees. The Board of Library Commissioners has provided funding <br /> assistance in the past to municipalities seeking to improve their existing library facilities. <br /> The Head Librarian has the materials from the Commissioners as to what information a <br /> grant application would need. The Community Development Administrator has asked <br /> that the Town be alerted to any future grant opportunities as well as other ideas and <br /> options for funding. <br /> Impact fees, once the Mashpee Comprehensive Plan is certified, provide a second option. 4 <br /> One requirement for setting these fees is that identified standards must exist which can <br /> provide a measure of the level of service, As shown in this plan, standards for library size <br /> do exist and have been used to determine the appropriate library size based on <br /> Mashpee's current and projected population. As new development is created within <br /> Mashpee, a specified amount could be required to go towards any library expansion <br /> project. <br /> Archives(see.Map 2) <br /> Existing Facilities <br /> The Archive Building, located at 13 Creat Neck Road North, was built in 1066 and served <br /> as the Town Library 21 years. In 1987, once the Library moved to its current location, the <br /> building became the Town Archives. The size of the Archives Building is about 1,060 <br /> square feet. <br /> The Archives Building is run by the Mashpee Historical Commission. Some of the items <br /> in the Archives inventory include: census records; District records; old Assessor's and <br /> Treasurer's records; maps; photographs; Town of Mashpee Annual Reports going back to <br /> g P p g g <br /> 1891; and books on the history of Mashpee, Cape Cod, Mashpee Wampanoags and other <br /> Native Americans. The basement currently is used to hold old Town Hall records. Once <br /> Town Hall renovation is complete, the Historic Commission hopes to use this space for <br /> exhibit and meeting rooms. <br /> The currently planned renovations at this time are for normal maintenance items.
