Perhaps Mashpee could rent space for a small coffee wagon <br /> type of service within Town Hall, with the rent going towards our bond payments. <br /> 10.To encourage the location of new development where it will most efficiently utilize <br /> or enhance existing municipal infrastructure and will be consistent with the <br /> Comprehensive Plan. <br /> This policy relates to land use decisions that will. be addressed in the Land Use and <br /> Growth Management element, which will take this policy into consideration. <br /> 11.To seek active participation in planning and decision-making relative to the location <br /> and development of regional facilities to ensure that such facilities have no adverse <br /> impact on Mashpee and provide a fair share of benefits to the Town. <br /> One example where the Town can actively participate in the planning and decision <br /> making relative to regional facilities is in the siting of cellular communications towers, <br /> There is a new generation of cellular communications emerging in the wake of the <br /> Telecommunications Act of 1996, that includes personal communication systems. The <br /> Cape cod commission is aware of 7 companies that may be competing to provide <br /> wireless phone service to the cape. As these companies look for sites for new <br /> antennae, a multitude of new cellular tourers could be constructed unless the Town <br /> develops some effective land use regulations to control them. <br /> The Town should try to get providers to locate on existing structures where feasible. <br /> For examle, the Police Department's communication tower has been placed on the <br /> Mashpee water Districts water tower, It is possible for the towns to limit these <br /> structures to certain zones or to municipal land, but local regulations cannot be so <br /> restrictive as to prohibit the facilities from functioning effectively. The Town should <br /> play a pro-active role in the development of these cellular facilities so that we can get <br /> a fair share of benefits (such as use by the Town's public safety agencies and schools <br /> for educational purposes) without the adverse impact on our scenery. <br /> 12.To participate in the development of regional facilities which would benefit the <br /> Town of Mashpee either through enhanced services to town residents or reduced <br /> costs of existing services. <br /> An owner of a parcel of land at old Barnstable Road and Route 151 has been <br /> discussing the use of this property as a possible District court site. Although it <br /> appears unlikely the Town will get the courthouse, this is an example of the type of <br /> regional f acility that could benefit the Town y through improved services b having the <br /> p g <br /> court in our backyard (It would also generate indirect economic benefits by perhaps <br /> encouraging more lawyers to consider havin their offices ace in Mashpee). other <br /> g p <br /> regional facilities the Town should consider are medical facilities. <br /> 13.To seek coordination of facilities and development a water <br /> p proaects with the Mashpee <br /> District and other public agencies and utilities. <br /> Improved coordination is needed between the • + t of <br /> Town and utility providers. As par <br /> the needs assessment process, if a utility hook-upis an i need, coordination <br /> should. be in identified n e , <br /> g during the planning stages. The water District and an other <br /> y <br /> agency/utility should be invited to attend meetingsions of <br /> that involve any discuss <br /> future plans of Town Facilities which are going to be needing their services.
