An assessment in excess of said one-hundred and two and one-half percent may be <br /> sed in,an year with the concurrence of a majority of the voters voting in an annual or special <br /> election of the Towns located within the geographical confines of Barnstable�� Y y stable Coun The <br /> commonwealth shall not assess the towns of Barnstable county for the transfer offormer County <br /> functions either directly,through a reduction in local aid.,or by any other means. <br /> The regional assessment may be reduced or increased pursuant to the action <br /> of the Assembly of Delegates subject to the same formula and limits of the former county tax. <br /> Notwithstandin an s 'al or eneral law to the contrary,pursuant to this(x) g Y � g <br /> act the deeds excise tax allocated in accordance with Chapter 193, Acts of 1989, Sections 2,3 and <br /> 11 of the act for the fiscalear be ' g July first,nineteen hundred and ninety-seven, and all <br /> Y <br /> subsequent fiscal years, shall be appropriated to the Cape Cod Regional Government. .., <br /> (y) <br /> Notwithstanding any special or general law to the contrary,pursuant to this <br /> act the Cape Cod Commission shall be funded in accordance with the procedures established by <br /> P <br /> Chapter 163 of the Acts of 1988 and Section 18 of Chapter 716 of the Acts of 1989 and Chapter 2 <br /> of the Acts of 1990. <br /> (z) Within eighteen months of the effective date of this Act, the Assembly of <br /> complete Delegates shall lete a thorough review of the Barnstable County Home Rule Charter and <br /> g P if an <br /> Ordinances enacted within the County for the purpose of determining y amendments or <br /> revisions may be necessary or desirable. <br /> The Assembly of Delegates shall by a two-thirds vote of its full membership <br /> provide for the submission of proposed amendments to the charter and shall provide for the <br /> P the voters within the geographical boundaries <br /> ;. submission of changes contained withal this Act to g grap <br /> of Barnstable County.
