The number and <br /> layout of the fields has not changed since the school's construction in 1996 as a high school. Since <br /> that time, the number ofathletic teams using the fields in both spring and fall has increased, in <br /> part because of the relocation of the middle school to the building and the addition of other sports <br /> such as lacrosse. The increased use has made it difficult to maintain the natural grass fields in <br /> proper/safe playing conditions. <br /> The proposed Master Plan will assess the existing natural grass fields relative to their usage by the <br /> K4K4HS athletic teams and make recommendations on upgrades and improvements tothe fields, <br /> including potential replacement of grass with synthetic turf and expansion or relocation of fields. <br /> The Master Plan will provide concept plans for any recommended changes as well as an opinion of <br /> probable project costs for a future funding request. <br /> The Board ofSelectmen recommends approval ofArticle 20hmavote mf4-O <br /> The Finance Committee recommends approval ofArticle 20 by avote of5-1 <br /> Article 21 <br /> To see if theTown will vote to upgrade one part-time Waterways Assistant position (30 hours/week <br /> with benefits) to 8 full-time Waterways Assistant position within the Department of Natural <br /> Resources with said position to be classified under the Personnel Administration Plan, Appendix B, <br /> to be effective July l, 2019, and to appropriate and transfer the aunn of$11,268.05 from revenue <br /> available for appropriation with said funds to be distributed as follows: $Il,lO7tothe Department <br /> of Natural Resources Full-Time Salary Account.and $162.05 to the Medicare Account, or take any <br /> other action relating thereto. <br /> Submitted by the Department of Natural Resources <br /> Explanation: The new full-time Waterways Assistant position is Deeded to help implement the <br /> shellfish component of the MaShpee Comprehensive Watershed Nitrogen Management Plan for <br /> water quality restoration. The Waterways Assistant would also participate in water quality <br /> monitoring, and function as an Assistant Harbormaster and Deputy Shellfish Constable. <br /> The Board of Selectmen recommends approval of Article 21 by a vote of 4-0 <br /> The Finance Committee recommends approval of Article 21 by vmdm of 5-1 <br /> Article 22 <br /> To see ifthe Town will vote to create an additional position of full-time /40 hours/week) Assistant <br /> Health Agent within the Health Department, with said position to be classified under Unit AoFthe <br /> Managers Laborers' International Union of North America, to be effective July l, 2019, and to <br /> appropriate and transfer the sVn0 of$94,746 from revenue available for appropriation, with said <br /> funds to be distributed as follows: $56,410 to the Health Department Salary/Wage account, <br /> $25,272 to the Medical Insurance account, $35 to the Group Life Insurance account, $8181othe <br /> Medicare expense account, and $12,2lItothe Barnstable County Retirement expense account, oF <br /> take any other action relating thereto. <br /> Submitted by the Board of Health <br />
