9 <br /> Board of Selectmen <br /> Minutes <br /> March 25, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval of Conservation Restriction: Native Land Conservancy Inc. to The <br /> Trustees of Reservations Inc. for Jefferson Cleveland and Keith Islands in Wakeby Pond: <br /> Andrew McManus, Conservation Agent indicated the Mashpee Conservation Commission has <br /> endorsed the Conservation Restriction relative to the Native American Land Trust for three small <br /> islands in Mashpee Wakeby Pond, specifically, Keith, Jefferson and Cleveland Islands. <br /> Mark Robinson of the Cape Cod Compact of Conservation Trusts and Ramona Peters, founder of <br /> the Native Land Conservancy spoke in support of the Conservation Restriction in perpetuity to <br /> preserve the three islands which is a requirement of the state conservation tax credit program. <br /> Ms. Peters, President of the Native Land Conservancy indicated the non-profit organization was <br /> founded in 2012 to acquire and preserve natural areas in Eastern Massachusetts for conservation. <br /> The Trustees of Reservations, Inc. was founded in 1891, and is the oldest non-project land trust in <br /> America. A generous family will be donating title to the three small islands in Wakeby Pond to <br /> the Native Land Conservancy for conservation and passive recreation purposes. The CR will <br /> guarantee permanent protection to the islands and provide respectful public access. <br /> Ms. Peters indicated the Native Land Conservancy has no affiliation with the Mashpee <br /> Wampanoag Tribe. <br /> Motion made by Selectman Cahalane to approve the Conservation Restriction for the three <br /> small islands on Mashpee Wakeby Pond as identified. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> (enclosure: Native Land Conservancy brochure; nativelandconservancy.org) <br /> Treasurer/Tax Collector Craig Mayen,• Discussion and Approval of Bond Issue: <br /> Craig Mayen, Treasurer/Tax Collector was present to review the Bond Issue associated to the cost <br /> of the Quashnet School project; $6,195,932(not being paid by the school facilities grant), and the <br /> sale of the $7,500,000 General Obligation Municipal Purpose Loan of 2019 Bonds dated April 1, <br /> 2019 to Robert W. Baird & Co., Inc., at the interest rate of 2.51%, a price of$8,127,474.65 and <br /> accrued interest, if any. The Bonds shall be payable on April 1 st of the years 2020 through <br /> maturation on April 1, 2037. <br /> 9 <br />
