10 <br /> Board of Selectmen <br /> Minutes <br /> March 25, 2019 <br /> Treasurer/Tax Collector Craig Mayen- Discussion and Approval of Bond Issue: (continued) <br /> Mr. Mayen indicated that eight bids were received ranging from 2.51%to 2.66% in true interest. <br /> The AAA rating received from Standard &Poor's was favorable for the Town of Mashpee in <br /> achieving the low interest rate. For disclosure, it was revealed the Quashnet School construction <br /> project projected to cost $10 million has resulted in a$4.25 million contribution. <br /> Lynne Foster-Welsh, Financial Advisor to the Town of Mashpee was also in attendance. <br /> The motion to authorize the Bond Issue was read into the record by the Treasurer/Tax Collector. <br /> (enclosure: 3/25/2019) <br /> Motion made by Selectman Cahalane to favorably Vote on the Bond Issue as read into the <br /> record. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> Finance Director Dawn Thayer Treasurer/Tax Collector Craig Mayen, Assessor Jason Streebel: <br /> Discussion about Wastewater Scenarios: <br /> Acting under the direction of the Board of Selectmen, the Finance Team consisting of the Finance <br /> Director, the Treasurer/Tax Collector and Town Assessor presented financial scenarios relative to <br /> the planned wastewater project for the Town of Mashpee. Town Manager Rodney C. Collins <br /> commended his Financial Team adhering to the direction of the Selectmen and for their efforts to <br /> complete their report within the timeline established by the Board of Selectmen. <br /> It was noted there are two articles on the warrant proposing debt exclusions to fund the completion <br /> of Phase I of the sewer collection system to be connected to the wastewater treatment plant; <br /> $1,640,000 and to complete the design of Phase I of the municipal wastewater treatment plant; <br /> $840,000. <br /> Before the discussion ensued, it was agreed there are numerous questions that require further <br /> evaluation at a separate meeting. It was determined the Board of Selectmen members would <br /> develop a list of questions regarding the proposed financial scenarios for discussion and continued <br /> analysis. Most importantly, the need to provide sound information to the public was well <br /> warranted and would be expressed through education and supplementary meetings and hearings. <br /> Chairman Carol A. Sherman recommended the Board pull the debt exclusion articles relative to <br /> wastewater to the October Town Meeting. This action would include the deferral Sewer <br /> Consultant article. <br /> 10 <br />
