11 <br /> Board of Selectmen <br /> Minutes <br /> March 25, 2019 <br /> NEW BUSINESS <br /> Discussion and Approval to Authorize the Town Manager to Execute the Following_ <br /> Retail Marijuana Host Community Agreement; M3 Ventures, Inc. d/b/a Triple M Mashpee: <br /> The Board of Selectmen reviewed the Host Agreement between the Town and M3Ventures, Inc. <br /> d/b/a Triple M Mashpee to locate a licensed Retail Marijuana Establishment at 29 Echo Road, <br /> Mashpee. <br /> Discussion followed with respect to the proposed agreement. <br /> Section 3. Payments <br /> Concerns were submitted to Town Counsel regarding the language. <br /> Section 4. Other Payments <br /> Intent to make it clear the payments to the Town of Mashpee are not obligated toward other <br /> payments such as purchase of water and sewer. To add clarity regarding the Water District is <br /> separate from the Town and its payment. <br /> Section 5. Education and Prevention Program <br /> It was agreed the Town of Mashpee would be the sole decision maker on the allocation of funds to <br /> be expended for drug abuse prevention/treatment/education programs. <br /> Section 6. Annual Filing <br /> Financial records and other data related to finances and operations shall be the same records <br /> provided to the DOR; certified sales and gross revenue receipts. <br /> Traffic: In reviewing traffic it was agreed a response plan regarding traffic mitigation would be <br /> included in the special permit to be issued by the Zoning Board of Appeals. In the event this does <br /> not conform to requirements, the Town Manager and Chief of Police would be authorized to request <br /> additional traffic measures if the traffic is greater than anticipated. A traffic officer was <br /> recommended and would be contingent upon the volume of traffic during hours of operation. It <br /> was noted that a traffic light is planned on Route 130. <br /> It was agreed the final draft with the comments as identified would be incorporated into the <br /> Agreement adding Town Counsel's legal perspective. <br /> 11 <br />
