Subsequently Jack, Steve Tebo and Steve Bradbury got together to review the project and gave <br /> me a phone call advising Mashpee would be done by April 1St.. Here we are on March 25th not <br /> done (but still hopeful)we will get started by April 1St <br /> The County Dredge team has had numerous equipment failures and some personnel changes. <br /> I'm notified today the new dredge "The Sand Shifter" is now down for from 4—6 weeks for <br /> repairs. That's the bad news. The good news—it looks like a week of great dredging weather is <br /> ahead. <br /> The following are my observations/comments: <br /> The Town of Mashpee has planned appropriately for our Popponesset Approach Channel <br /> project. It is imperative our dredge be completed. <br /> Mother Nature has been fair for those Towns dredging. <br /> TOY Restrictions are state and federally controlled. <br /> Dredging schedules are the responsibility of the County with projects advanced identification <br /> each Towns responsibility. <br /> Permits and licenses are each Towns responsibility as is "money in hand"to contract for each <br /> project. <br /> Equipment owned and maintained by the County are a County responsibility. Breakdowns are <br /> a County Responsibility. Equipment replacements are a County responsibility. Redundant <br /> systems' planning is a County responsibility with input from each of the Towns. <br /> Management of the County Dredge team including all personnel is the responsibility of the <br /> County. <br /> In 1997 we all started this profitable County operation. We have been successful over the <br /> years. The County operational problems have to be identified and fixed for our continued <br /> success.
