Jonathan <br /> said the Town just turned down the Mobil Gas Station because no <br /> moving/flashing signs are allowed so how can we say "yes" to this proposal—the <br /> Town is suppose to set the example. <br /> Bob Messier said he set up a model of the proposed sign in the parking lot at <br /> Town Hall to give the Committee an idea of what the message and background <br /> colors look like, what the message board can do, and the exact size of the sign. <br /> He said Daktronics is very well known in the message board sign industry; and <br /> he said to keep in mind that this is a safety/emergency town message board. He <br /> said one of the biggest concerns they see with other signs is the dimming at <br /> night. With Daktronics, as it get dark the sign will automatically dim down but <br /> other signs don't do that. <br /> Jonathan said the Bylaw says no flashing; no switching; that sort of thing. They said proposed sign is 8X8. <br /> Mike asked if the School Department has been before the Board of Selectmen. <br /> Patty said they will be at the upcoming Selectmen meeting with this proposal. <br /> Evan Lehrer, Town Planner, commented that he wants to touch upon the <br /> interpretation piece of the Bylaw that will hold this up from rendering a decision <br /> and that would be the "moving" language part of the sign. He said he believes <br /> that was meant to be a sign like a barber shop sign that rotates. So if a condition <br /> were put in that the sign is not physically moving but has the capability to have <br /> message flashing...this is not a physically moving sign. <br /> Mike Mendoza said while he is not a voting member of Design Review he would <br /> recommend this go before the ZBA where conditions could be placed on it such <br /> as limitations of timing for message display, flashing, etc. Mike said if it goes to <br /> ZBA, the Town Planner has the opportunity to submit documentation either "for" <br /> or"against". Jonathan said the question is how long does it stay stationary. Bob <br /> Messier said typically see 10 seconds as a minimum stationary.
