3 <br /> Sewer Commission <br /> Minutes <br /> March 21, 2019 <br /> Status of Sewer Commission Administrator position: (continued) <br /> May 2019 submitted warrant articles: <br /> - Site 4 WWTP final design$840,000—debt exclusion articles. <br /> -Phase 1 collection system final design$1,640,000—debt exclusion articles <br /> - Status of Selectmen and Finance team discussions regarding financing and organization of wastewater system <br /> implementation. <br /> There was comment regarding the magnitude of the wastewater project, and it is uncertain if the management <br /> would fall under the direction of the Town of Mashpee or the Water District, or perhaps a new Sewer District. <br /> It is the opinion of the Town Manager's Financial Team the project cannot be adequately funded by the Town, <br /> and it may be better suited as an entity of the Water District, The Sewer Commission on record has supported <br /> the Water District/Sewer District approach. <br /> As the topic of Sewer Consultant was debated,it was recommended the position be amended to provide for <br /> consultants. As the Town moves forward,monies would be available for consultants as required. <br /> Motion made by Mr.Lyons to endorse the Sewer Consultant article in the amount of$100,000 amended <br /> to read: Consultants; funds to be set aside for consulting services as the project moves forward. <br /> Motion seconded by Mr.Pittsley. <br /> VOTE: Unanimous. 2-0-1. <br /> Roll Call Vote: <br /> Mr. Fudala, abstained Mr.Lyons,yes Mr. Pittsley,yes Opposed, none <br /> For the record,Mr. Fudala stated that he is offended the Board of Selectmen had placed the Sewer Consultant <br /> position on hold as it has been far too long. This project needs to move forward. Consulting services are <br /> proposed to assist the Sewer Commission with scheduling implementation of the existing nutrient management <br /> plan,and developing recommendations for the schedule of rates,policies, and the development of an <br /> operational plan and reconunendations for management as well as other incidental functions. <br /> It was re-affirmed that$25,000 has been set aside in the Legal/Engineering/Consulting budget for WWTP <br /> preliminary design Value Engineering. <br /> It was noted that Town Meeting previously funded$70,000 for wastewater. Within this figure is a$15,000 <br /> allocation for the services of GHD,Inc. Question: Is the money is available for current use? <br /> GHD WWTP Preliminary Design project; <br /> Contract with GHD for$450,000 preliminary design of municipal wastewater treatment plant adjacent to <br /> Transfer Station has been approved and signed. Work begun 1/2/19. <br /> Discussion re: Site 4 WWTF Design Development: <br /> Jeff Gregg, GHD was in attendance with GHD representatives Lemma Quackenbush, and Anastasia Rudenko to <br /> review the progress of the Site 4 Wastewater Treatment Facility(WWTF)Design Development. <br />
