16 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2019 <br /> Discussion of Addition or Modification of the Following Articles to the October 21, 2019 Town Meeting <br /> Warrant: <br /> New articles were presented and supported by the Board of Selectmen for inclusion on the <br /> October Town Meeting warrant. <br /> Rental Property Bylaw; Water Infrastructure Investment Fund,• Community Preservation Act Surcharge: <br /> This article proposes to establish a separate account known as the Municipal Water Infrastructure Investment <br /> Fund (WIIF). Revenues from which would be expended exclusively for maintenance, improvements and <br /> investments to drinking, wastewater and stormwater infrastructure assets, and further, authorize the imposition <br /> of a water infrastructure surcharge on real property at the rate of 3% of the real estate tax levy against said real <br /> property as determined by the Board of Assessors, said surcharge to commence in fiscal year 2021, effective <br /> July 1, 2020. <br /> Community Preservation Act Surcharge Reduction:_ <br /> This article proposes to amend the Community Preservation Act by reducing the annual surcharge imposed on <br /> real property for Chapter 44B purposes from the rate of 3%to the rate of 1% of the real estate tax levy against <br /> said property, said reduction to take effect in fiscal year 2021, effective July 1, 2020. <br /> The reduction of the CPA surcharge would be used for the Municipal Water Infrastructure Investment Fund. <br /> There is concern if the WIIF was to pass, and the CPA surcharge would fail, the Town would be obligated to <br /> pay the 2% offset. <br /> Mashpee Participation in Feasibility Planning for a Regional Wastewater Collection& Treatment Facility on <br /> Joint Base Cape Cod: <br /> A proposed article was presented to authorize feasibility planning for a regional wastewater collection and <br /> treatment facility at Joint Base Cape Cod, and to authorize the Town Manger to negotiate and to execute a <br /> Memorandum of Understanding with the neighboring municipalities relative to joint plans. And further to <br /> investigate the planning of the regional approach, options and conceptual designs for treatment and disposal <br /> facilities as well as permitting requirements. <br /> It was agreed the Board of Selectmen would conduct a Special Meeting on Monday, August 12, 2019 <br /> to further discuss the Joint Base Cape Cod proposal and potential next steps for wastewater. Jeff Gregg of <br /> GHD, Inc. engineers will be invited to review the matter of wastewater management with the Town's Sewer <br /> Commissioners. The Town Manager's Financial Team will also be requested to attend this meeting to review <br /> financial scenarios to consider with the funding of wastewater initiatives. <br />
