4 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Presentation of Executive Summary of Joint Base Cape Cod Wastewater Management Plan, <br /> Ed Leonard- Wright Pierce: (continued) <br /> Action items to be determined to facilitate the plan and the partnership include; <br /> Effluent disposal capacity <br /> Cost effectiveness and commitment level by town <br /> Desired implementation timeline <br /> Additional funding secured for planning activities <br /> To facilitate the transition from existing conditions to JBCC <br /> Regarding the existing treatment plant at JBCC that is underused operating at 30% capacity there was a <br /> question regarding the use in the facility during the interim. Mr. Leonard indicated that it is possible for the <br /> Town of Mashpee to tie in and use the current JBCC facility, and then tie in with the new treatment plant. <br /> Under consideration is the operational aspect of the proposal which may be identified as a Joint Powers <br /> Agreement where each participating town would become a part of the framework that would govern the <br /> organization. However, there are no decisions made to date. In discussing this issue, it is possible for a single <br /> town or a regional district to operate the facility. The plant could also be designed modularly to accommodate <br /> additional flow in phases. <br /> Using the Town's anticipated flow outlined in the CWMP under Phase I of design development, 200,000 gpd <br /> from the northwest portion of Mashpee,the Quashnet River watershed is projected to be treated at JBCC. The <br /> proposal does not currently include the Mashpee River and Popponesset Bay watersheds. <br /> Brian Dudley of the DEP stated the real limiting factor is how much effluent can be disposed. It was agreed <br /> that a critical element is determining the disposal capacity/effluent discharge. When the maximum disposal is <br /> determined, there is room to expand JBCC to accommodate the treatment level for potentially five towns. <br /> Board of Health Chairman Brian Baumgaertel will be consulted with respect to this regard. The Board decided <br /> to hold a special meeting on August 12, 2019 to continued discussions. <br /> Public Comment: <br /> Rebecca Oakley a resident of Route 130, Mashpee briefly discussed the matter of the activity at the Plaza De <br /> Sol which has become a public nuisance, especially to the surrounding neighborhoods. It was determined the <br /> Board of Selectmen would formally discuss this matter at their meeting of August 19, 2019. <br />
