5 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing: Parking by Permit Only on Seconsett Island Road (Continued from July 22, 2019): <br /> The Board of Selectmen opened the hearing continued from their July 22, 2019 meeting on the proposed <br /> Parking by Permit Only on Seconsett Island Road. <br /> Several residents were in attendance to discuss this concern with the Board of Selectmen. Additional letters <br /> received in support of the proposed parking by permit only were received. This includes letters from Mary <br /> Murphy of 47 Bayview Road, David Clark of 113 Meadow Neck Road and Stephen Colella of Bayview Road, <br /> Mashpee. (Enclosed) <br /> The Board of Selectmen opened the hearing to solicit comment. <br /> Paul Colella, Bayview Road and Mashpee resident since 1968 indicated that from a historical perspective, <br /> Seconsett Island is a beautiful island enjoyed by residents where parking has become a real problem. Seconsett <br /> Island was once a sleepy island, but it is not sleepy anymore. In season,the entire causeway is loaded with <br /> cars to access the beach area and moorings. Parking encompasses overnight stays for those camping at <br /> Washburn Island. Signage is necessary to deter parking along the causeway to non-residents and to those <br /> lacking an appropriate Town sticker. Mr. Colella indicated the area should be enforced, and the Town should <br /> give consideration to the number of mooring permits allotted in Waquoit Bay. <br /> It was noted the Town of Mashpee allows non-resident moorings. There is a wait list for mooring holders, and <br /> non-residents are entitled to a mooring, but not entitled to a parking space. Currently,the Town does not issue <br /> mooring parking permits, but this could be considered. <br /> Richard Furlani a resident of Bayview Road was surprised that out of towners from Falmouth and Sandwich <br /> are issued moorings from the Town of Mashpee. Mr. Furlani asked of the cost associated to moorings. It was <br /> disclosed the cost is the same for a resident and a non-resident. <br /> Another Seconsett Island resident voiced concern regarding the parking on the causeway and the impact to <br /> nutrient loading. When the town resurfaced the road, it was widened. The town cuts back the vegetation <br /> yearly which attributes to road run-off and adds additional parking spaces. It seems the Town is encouraging <br /> people to park along the causeway. <br /> Patricia Collela, 15 Bayview also related concerned with parking, boats, rafts and dinghy's which are all <br /> relevant to the parking issue. Ms. Collela indicated that a majority of the users are from the Towns of <br /> Falmouth and Sandwich. There are very few Mashpee residents parking on the causeway. <br /> Mary Waygan of 35 Ashumet Road noted that a resident sticker is available for shellfrshing at a cost of$5 per <br /> year. If a Mashpee resident has a shellfishing permit they would have the ability to park on the causeway. <br /> Ed Locke of 61 Seconsett Island Road stated that 1/3"d of the vehicles parked in the causeway are utilizing the <br /> boatyard and taking up space for the residents who want to go to the beach. In 1948, the small beach area was <br /> deeded to the Town of Mashpee with the stipulation the area would remain as a bathing beach in perpetuity. <br /> There was no further comment. <br />
