341 Great Neck Road land acquisition by Habitat of Cape Cod <br /> Speaking for the great majority of taxpayers who didn't win a Habitat for Humanity lottery and bought their <br /> houses on the commercial real estate and mortgage markets. <br /> BOS is aware that large expenditures are coming up. Is Habitat the best use of public funds? <br /> Can't change the commitments already made,but here are thoughts for future consideration: <br /> Habitat receives taxpayer funds <br /> In 2018,Habitat of Cape Cod received$800,000 in government grants. <br /> Mashpee Town Meeting granted$100,000 in CPA funds to Habitat. <br /> According to the Enterprise article these Mashpee projects total$167,000 in CPA funds. <br /> This is for only 3 families. <br /> This is equal to more than half of the funds approved to restore the Upper Quashnet River System($320). <br /> Habitat of Cape Cod is Inefficient <br /> Their Functional(administrative)Expenses in 2018(1.25mm)were half of their total revenue(2.5mm) <br /> Compare to Housing Assistance Corporation: 8%revenue was for administrative expenses. <br /> How many who win the Habitat lottery are current Mashpee residents? <br /> We don't know. <br /> Local Initiative Program(LIP)requires that units"must be sold or rented on a FAIR AND OPEN basis". <br /> Yet Habitat"acts as its own lottery agent" <br /> Selection process is not audited by a public official. <br /> Single family homeowner model is inefficient. <br /> Everyone agrees that rentals,like Accessory Dwelling Units,are the best way to provide workforce <br /> housing. <br /> Other Habitat offices take on renovation projects. Habitat of Cape Cod does not. <br /> Is 10% of workforce housing the law? <br /> No: Chapter 4013,the State's "affordable housing law"benefits developers,not the community directly. <br /> Is Workforce Housing needed to increase diversity in Mashpee? <br /> Consider three"diversity"factors: <br /> Income: Poverty level in Mashpee is less than the County as a whole:5.1%versus 7.6% <br /> Ethnicity: very similar to the County as a whole <br /> Race: Mashpee,thanks to the Tribe,is way ahead of the rest of the Cape(2010): twice the number of <br /> African Americans and 10 times the number of Native Americans. Similar percentage of people of mixed <br /> race. <br /> Mashpee: <br /> 4.28%African American,6.08%Native American,1.22%Asian,0.06%Pacific Islander, 1.27%from other <br />
