The tip fee Mr. Camera proposed for CY20 was$93.75 per ton. He stated that an increase to thi's
amount was necessary for the continued viability of NBWS. The fee would pay expenses incurred by
BWS to handle, transport, and dispose of MSW. The proposed tip fee would be for one year only. A
new fee would be negotiated for CY21. In addition, this, tip fee could increase over 2020 per the
"change in law" provisions of the agreement. The states receiving MSW from out of state impose a fee
for every ton of waste received-they could decide to increase this fee. Any fee increase would be
passed through to Mashpee.
Recommendation
I recommend the Town explore other options for disposal of MSW.
Pros and Cons
SE ASS Colvanta and the Bourne Integrated Solid Waste Management facility(landfill) may have the
capacity to accept MSW from Mashplee. There may also be other facilities that could provide out of
state disposal, including transportation potentially by rail. These options may be similarly priced but
may be more reliable.
