OLD BUSINESS <br /> Review and discussion regarding update of Local Comprehensive flan-Mr. Balzarini and <br /> Mr. Phelan discussed potential changes to Route 151, and previous meetings and studies regarding the <br /> matter. The Chair referenced the prior 1998 Mashpee Transportation Plan found by Mr. Lehrer, which <br /> could be updated with more current information from the Cape Cod Commission. Mr. Balzarini <br /> expressed concern about increased traffic from a Mashpee Commons expansion, suggesting a bus <br /> service that would limit increased car traffic in the area. Concern was expressed about the road <br /> alignment in front of the church. Mr. Callahan added that traffic continued to be an economic concern <br /> as well. Mr. Phelan would review the old report. Mr. Lehrer would seek additional copies of the <br /> report in the attic. <br /> The Chair confirmed she attended the recent Board of Selectmen meeting and announced the Planning <br /> Board's plans to update the LCP, as well as distributed a memorandum to be shared with all Town <br /> Commission,Boards and Committees. The Chair planned to attend the next Affordable Housing <br /> Committee meeting, who would be working toward updating the Housing Production Plan, which <br /> could be used for the Affordable Housing chapter. The Chamber of Commerce would be added as a <br /> shareholder for Affordable Housing. <br /> The Municipal Vulnerability Preparedness Report would be added to Coastal Resources. Mr. Hansen <br /> stated that he had reviewed the Chapter, noting that it was representative of current goals, but that he <br /> would be following up with Mr. York. Mr. Hansen believed that it would require minor editing. The <br /> Chair also recommended following up with the Conservation Commission. Mr. Hansen noted that the <br /> shellfish propogation and additional recent data would be a valuable addition to the chapter, <br /> There was discussion about access to the online LCP and Mr. Lehrer confirmed that he would check <br /> with IT regarding a correction to improve access. <br /> Mr. Callahan reported that he was reviewing the goals in Economic Development and the Chair <br /> recommended attendance at the EDIC, who met monthly. It was Mr. Callahan's opinion, and the Chair <br /> agreed, that the Economic chapter would be worth the assistance of a consultant. Mr. Lehrer noted that <br /> the tax base goal for commercial and industrial properties had been set at 15%, but that it was currently <br /> 7.5%. The Chair will review the 1996 report before passing it along to Mr. Callahan. <br /> Mr. Lehrer confirmed that he located the responses to the original RFP, but not the original RFP. <br /> Mr. Hansen indicated that Energy, drafted in 1998,was out of date, but included goals such as <br /> reducing energy loads in municipal buildings and vehicles, increasing renewable energy sources, <br /> encouraging use of solar by developers and exploring windfarms. Mr. Hansen referenced the existing <br /> solar field located at the Transfer Station. There was further discussion regarding the use of electric <br /> cars and wind farms. The Chair shared a solar model bylaw with Mr. Hansen, along with the <br /> Massachusetts Clean Energy and Climate Plan for 2020. The Chair inquired about the Town's status <br /> as a Green Community and Mr. Lehrer responded that Mashpee had access to grant opportunities. Mr. <br /> Phelan added that the DPW monitored Town buildings and oversaw the use of energy. DPW was <br /> added as a stakeholder. <br /> 2 <br />
