Mr. Phelan suggested that Health and Human Services had been improved since 1998 including <br /> clinics, drug awareness, and felt that a consultant was likely not needed. Mr. Phelan would follow up <br /> with the stakeholders for more information. <br /> There was no update for Historic Preservation and Community Character, but Mr. Balzarini expressed <br /> concern about the reinterpretation of Cape Cod Villages, with developers and the Cape Cod <br /> Commission now using the term, New England Village style. The Chair noted that community <br /> character, as considered by the Tribe, would have an emphasis on open space. <br /> Mr. Phelan recommended that the Building Department be added to Municipal Buildings and <br /> suggested the need to have assistance from a consultant because it was outdated and the benchmarks <br /> had not been met. <br /> The Chair had no update to Open Space Recreation other than adding Recreation and the Wildlife <br /> Refuge as contacts. <br /> The Chair added Harbor Master and Animal Control to Public Safety. <br /> Mr. Callahan reported that he would meet with the Superintendent and the School Committee to <br /> discuss School Facility. The Chair noted that ADA was a major consideration in 1998. <br /> In reference to Solid&Hazardous Waste Management, Mr. Callahan indicated that he was reviewing <br /> the section. The Chair referenced the possibility of composting food waste. <br /> There was no update for Wastewater Facilities but the Chair would add MVP. <br /> At Mr. Phelan's recommendation, IT would be added to Social Media. <br /> In reference to the prior process, the Chair noted that there had been a kickoff meeting, an issues <br /> forum, and a release of the public opinion survey. The Chair noted that 663 responses to the survey <br /> had been received. It was noted that the survey was reissued in 2007. The Chair suggested reviewing <br /> the survey questions and whether additional questions were needed. Targeted meetings were then held <br /> with key stakeholders, and public meetings and hearings for each chapter, prior to seeking formal <br /> adoption. Mr. Lehrer confirmed that the adoption process included approval from the Planning Board, <br /> Board of Selectmen, Town Meeting and finally, Cape Cod Commission. It was suggested that a draft <br /> be submitted to the Commission prior to seeking approval at Town Meeting. <br /> Mr. Hansen referenced the Cape Cod Commission guidelines for the LCP and inquired whether <br /> Mashpee's Chapters could line up with their required content items, which would be different from the <br /> existing document. The Chair suggested the possibility of attaching an update to the existing <br /> document, while ensuring that all guidelines were met. Mr. Lehrer recommended elevating the <br /> document with visuals,with the assistance of a consultant. The Chair suggested that the Planning <br /> Department could develop the visuals but Mr. Lehrer responded the Planning Department would not be <br /> able to do so. The Chair noted that the Board determined that a consultant would be needed for <br /> Economic Development, Municipal Buildings and Facilities and Energy, but not Transportation. Mr. <br /> Lehrer inquired why Transportation would not be reviewed by a consultant, noting that there were <br /> studies available, but it would be a benefit to update street types.
