Mr. Phelan noted that studies had already been completed regarding traffic, but if <br /> there was missing information, perhaps the Board could then seek assistance from the consultant, and <br /> the Chair and Mr. Balzarini agreed. Regarding wastewater investment, Mr. Lehrer stated that the 1998 <br /> Comprehensive Plan included growth at the center of town, increase the commercial tax base, and <br /> growth of the town based on transfer of development rights only in places of infrastructure or planned <br /> infrastructure. Mr. Balzarini noted that Mashpee Commons was now seeking residential more than <br /> commercial. Mr. Hansen inquired about using the Mashpee Commons proposal for visuals and their <br /> traffic studies, and Mr. Lehrer confirmed that it was a public document. The Chair expressed her <br /> preference for text over the increased cost of visuals. Mr. Rowley suggested the possibility of the <br /> graphics being provided in a PDF format. Mr. Lehrer added that the document would most likely be <br /> consumed online and not on paper. <br /> Mr. Balzarini inquired about inviting the Cape Cod Commission back to consult with the Board but the <br /> Chair recommended that the Board first work on the survey and gather more information and Mr. <br /> Lehrer would re-send the prior information from the Cape Cod Commission. There was consensus to <br /> invite the Cape Cod Commission back prior to the kick off meeting. <br /> Mr. Lehrer confirmed that the Town Manager had approved a request of$300,000 and a draft for the <br /> appropriation was being developed by Town Counsel. Mr. Lehrer further noted that he inquired with <br /> the Cape Cod Commission about available mitigation funds totaling$150,000, and added that the <br /> EDIC would also be asked to contribute to the Economic Development chapter, hopefully resulting in <br /> a reduced ask at Town Meeting. <br /> CHAIRMAN'S REPORT <br /> BOARD MEMBER COMMITTEE UPDATES <br /> Cape Cod Commission-Mr. Callahan reported that there would be a Mashpee Rotary meeting <br /> on Thursday, December 5, at 5:30 p.m. in the Library. Also, an addition to Woods Hole <br /> Oceanographic Institute had been approved by the Commission. <br /> Community Preservation Committee-The Chair referenced the proposals considered, <br /> including shelving for historic documents, which the Chair questioned as an allowable use (4-1 vote), <br /> $40,000 for Forward, a group home in Dennis (3-2 vote), and engineering for dredging which passed <br /> unanimously. The 8-unit affordable housing project on Cotuit Road generated a number of questions <br /> and it was determined that it was an incomplete application. <br /> Design Review Committee-No meeting <br /> Plan Review-No meeting <br /> Environmental Oversight Committee-Mr. Cummings reported that the owner of Polar Cave <br /> would be addressing the Committee regarding impacts to the banning of polystyrene and there was a <br /> lengthy discussion regarding the helium balloon ban. A contractor had been hired to improve and <br /> enlarge the community garden. The herring count saw a slight drop from last year. <br /> Greenway Project & Quashnet Footbridge-Mr. Hansen met with Assistant Conservation <br /> Agent to discuss the project and he planned to follow up with DPW Director Catherine Laurent. The <br /> proposed Route 151 sidewalks may eliminate the necessity for the bridge. However, a retention wall <br /> may be needed to support the sidewalk. <br /> Historic District Commission-No meeting <br /> Military Civilian Advisory Council-No update <br /> 4 <br />
