Stormwater Task Force-No update
UPDATES FROM TOWN PLANNER
Ground mounted solar array zoning bylaw proposal-Mr. Lehrer reported that residential
calls were being received about allowable solar arrays in Mashpee. Currently, ground mounted solar
arrays were allowed only in industrial districts by Plan Review. Mr. Lehrer felt a more comprehensive
bylaw may be necessary because the State did not allow municipalities to unreasonably regulate solar
and recommended that the Planning Board consider policy guidelines to allow solar zoning. Mr.
Lehrer also cited case law where judgements were being overturned in favor of allowing individuals to
construct solar. Mr. Lehrer will provide model bylaws to the Planning Board to consider.
Municipal Vulnerability Preparedness Program-Mr. Lehrer reported that the recent meeting
was very productive and the top priorities had been drafted. Three working groups addressed matters
of Emergency Management, Resiliency, Stormwater Infrastructure, Municipal Buildings, Erosion and
Water Quality. A final report would be drafted by the consultants and would be presented to a public
listening group. The Chair noted that participants identified wastewater as their most important issue.
Mr. Lehrer stated that valuable ideas were generated and would be included in the report, and could be
eligible for funding through the grant program.
ADDITIONAL TOPICS
ADJOURNMENT
MOTION: Mr. Balzarini made a motion to adjourn. Mr. Phelan seconded the motion. All
voted unanimously. The meeting adjourned at 8:39 p.m.
Respectfully submitted,
f t gI
Jennifer M.
