Article Proposed article to use "Free Cash" for the completion of the Design of the Phase 1 Wastewater Treatment Facility especial purpose Capital Expenditure Stabilization Fund) To see if the Town will vote to appropriate and transfer from available funds the sum of$840,000 to the special purpose Capital Expenditure Stabilization Fund to complete the design of Phase 1 of the municipal wastewater treatment plant to be located adjacent to the Town's solid waste transfer station, including all expenses incidental and related thereto, or tape any other action relating thereto. Submitted by the Board of Selectmen Explanation: This article would provide funding to complete the design of phase 1 of the. wastewater'treatment plant to be located adjacent to the Town's solid waste transfer station. Work on preliminary designs for the plant,funded by nitrogen mitigation funds held by the Cape Cod Commission as the result of conditions imposed on a number of Development of Regional Impact projects, is currently under way and is expected to be completed by the end of April 2020. This proposed additional funding would allow continuation of design work to final Phase 1 design upon completion of the preliminary design.This project is one of the initial steps in implementing the Town's Watershed Nitrogen Management Plan/CWMP. OR Proposed article to use "Free Cash" for the completion of the Design of the Phase 1 Wastewater Treatment Facility(Sewer Commission Wastewater Treatment Plant Design Account) To see if the Town will vote to establish a special purpose Sewer Commission wastewater Treatment Plant Design Account for purposes of funding preparation of the final Phased design of the wastewater treatment plant to be located adjacent to the Town's solid waste transfer station, including all expenses incidental and related thereto;with funds from said Account to be expended under the direction of the Sewer Commission; and, further, to appropriate and transfer from available funds the sum of$840,000,to complete the Phase 1 design of said municipal wastewater treatment plant, or take any other action relating thereto..
