Mr. Crispin stated that the site would be entirely sewered with a pump station, and all <br /> utilities would be underground. <br /> Regarding the water system, Mr. Falacci indicated that the flow would be circular and not dead end. <br /> Mr. Falacci was in agreement with Mr. Rowley regarding erosion control and would be providing <br /> detailed plans to address the issue. Mr. Falacci wished to install a berm prior to cutting the trees, <br /> working with Mr. Rowley to address the issue. Mr. Falacci described strategies learned in Phase III, <br /> using temporary recharge barriers to prevent water from leaving the property. Mr. Falacci emphasized <br /> their goal to ensure that runoff issues were better than before,using gutter systems, dry wells,road <br /> catch basins and soils and plantings. <br /> Mr. Balzarini inquired about the location of entrances and fencing and Mr. Falacci pointed out the <br /> locations and discussed plans for improved landscaping. Mr. Falacci stated that the sales cottage and <br /> design center entry would remain, until sellout. Mr. Balzarini inquired about a new road at Phase III <br /> and Mr. Falacci responded that he had been in contact with the Fire Department about possibly adding <br /> a gate to eliminate illegal dumping. <br /> Mr. Cummings,referencing comments received from residents, inquired whether there would be a <br /> reduction in water supply and Mr. Falacci responded that it would improve due to circulation and the <br /> water Department had no issues with the project. The Chair inquired whether Mr. Falacci had been in <br /> receipt of the comments, but he had not, so the Chair read a letter from Mr. Batarian. Regarding <br /> traffic, Mr. Falacci responded that there would be some increase in traffic, but that the gate would <br /> alleviate some traffic and confirmed that the traffic had already been permitted. The Chair also read a <br /> letter from Mr. and Mrs. Rad expressing concern about traffic congestion, older building and visibility <br /> at the main entrance. Mr. Falacci responded that traffic was always a concern, but once the sales <br /> cottage was not needed,that entrance would be eliminated, alleviating the extra traffic at the entrance. <br /> Mr. Crispin added that the driveways to the new units would lead into the center and not onto the main <br /> roads. Regarding landscaping, Mr. Falacci confirmed that the entrances would be well landscaped and <br /> typical to New Seabury. <br /> Mr. Phelan stated that he had walked the property and found that most was flat, except at the southwest <br /> corner. Mr. Phelan inquired about a pipe at lot 25 and Mr. Falacci responded that, as part of the <br /> Agreement to Judgement,New Seabury was required to maintain monitoring wells. Mr. Phelan <br /> inquired about a street name and Mr. Falacci confirmed that the cul-de-sac would be named Azalea <br /> Lane. Mr. Phelan inquired about a well-traveled ancient way and Mr. Falacci confirmed that it would <br /> be maintained or shifted in areas. <br /> Mr. Lehrer confirmed that he had nothing further to add. <br /> Mr. Rowley confirmed that there had been two meetings regarding the project, where Mr. Rowley was <br /> able to mark up a plan for further discussion,which was helpful in providing a two way discussion, <br /> allowing matters to be addressed immediately. Mr. Rowley expressed concern about steep areas and <br /> the necessity for proper control to limit erosion and runoff. A berm around the road for containment, <br /> prior to cutting down trees,may help to address erosion issues or potential problems. It was Mr. <br /> Rowley's opinion that all other issues had been addressed. The Chair inquired whether the project <br /> proponent would accept a condition with the decision that Mr. Rowley work collaboratively on a <br /> construction and erosion control plan and Mr. Falacci agreed. Mr. Falacci described work they had <br /> completed at Phase III to mitigate similar issues. Mr. Falacci noted that retaining walls would be <br /> necessary in the area, along with plantings and grass. <br /> 4 <br />
