Review and discussion regarding update of Local Comprehensive Plan-The Chair was <br /> working with Mr. Lehrer and Mr. Callahan regarding finalizing the last question. The Chair reminded <br /> Board members to begin compiling pictures and photos for the Preferences Guidelines expected for <br /> fall. Mr. Phelan suggested that some questions appearing on the survey seemed irrelevant. It was the <br /> Chair's suggestion to move forward on the survey. <br /> Mr. Callahan reported that Patrice would be willing to address the Planning Board at a future meeting. <br /> The Chair asked if her report could be distributed to Board members in advance. <br /> It was confirmed that the Town Manager had submitted a request for funds to the Cape Cod <br /> Commission to assist with the development of the LCP. The Chair would continue to communicate <br /> with Mr. Collins regarding the specific sections which would benefit from help from a consultant. <br /> There was discussion about the Article submitted requesting the balance of funds in the amount of <br /> $150,000 to complete the LCP. Mr. Lehrer confirmed that he had reported to the Board of Selectmen <br /> that the Planning Board had not yet developed a Scope of Work for the funds. There was consensus <br /> from Planning Board members to withdraw the request until they utilized the funds from the Cape Cod <br /> Commission and the Chair offered to draft a letter to the BOS Chair requesting that they hold the <br /> request. Mr. Lehrer cautioned that the Town was not yet in receipt of the Cape Cod Commission <br /> funds. The Chair stated that she would follow up regarding the funds with Kristy Senatori at the Cape <br /> Cod Commission. <br /> Regarding the survey,Mr. Lehrer referenced the definition of open space,noting that of the 6,538 <br /> acres in Mashpee, 970 acres had been conserved, including beaches. Although there were some <br /> discrepancy with previous numbers, 1,000 acres remained for development. The Chair suggested that <br /> Mr. Lehrer follow up with Mr. Fudala for further clarity and how best to resolve the issue. <br /> CHAIRMAN'S REPORT <br /> UPDATES FROM TOWN PLANNER <br /> Oldham Circle,Road Taping Petition Article-Mr. Lehrer reported that Road Taking <br /> Requests were for funding to lay out the roads for road taking in October. In addition,the DPW had <br /> been notified about the retaining wall at Oldham Circle,where the covenant had not yet been released. <br /> Ms. Laurent had reached out to the petitioners to discuss the matter and additional funds may be <br /> needed to rectify the situation. There were no Road Taking matters to be discussed by the Planning <br /> Board for this Town Meeting. <br /> Massachusetts Attorney General RE: Articles 26,27 and 28 from Mashpee Fall Annual <br /> Town Meeting of October 21, 2019-Mr. Lehrer reported that because the Planning Department did <br /> not notify Barnstable, Sandwich and Falmouth, review for the Articles had been suspended for 90 <br /> days,until they were properly noticed, after which the review would continue. <br /> ADDITIONAL TOPICS <br /> ADJOURNMENT <br /> MOTION: Mr. Balzarini made a motion to adjourn. Mr. Callahan seconded the motion. All <br /> voted unanimously. The meeting adjourned at 8:55 p.m. <br /> 6 <br />
