r <br /> n <br /> Town o Mash ee Department of Pubfic Works <br /> !f P <br /> u <br /> 3,50 Meetinghouse Road <br /> Masf-tpee, Massachusetts 02649 <br /> Te(epfwne - 50 539-1420 <br /> FaX (508) 39-3 - <br /> MEMORANDUM <br /> January 31, 2020 <br /> To: Board of Selectmen <br /> Rodney Collins, Town Mianager <br /> FROM: Catherine Laurent, Director <br /> RF Recommendation for Sticker Fees for Transfer Station <br /> description <br /> TheBoard" of Selectmen annually reviews and approves sticker fees for the next fiscal year. <br /> Stickers for F 2,1 will he available for purchase on June 1, 2020. once fees are approved, new <br /> "Guides to the Transfer Station" will he printed for distribution and the fees gill he posted on <br /> the own's website. <br /> Background <br /> Per the instruction of the Board of Selectmen for Transfer Station users to ultimately fund loom <br /> of the operation of the Transfer Station, sticker and other fees have gradually been increased <br /> over several years to achieve this goal. While sticker fees are the primary source of revenue, <br /> the Town also receives monies at the gate for disposal/recycling of certain items at the Transfer <br /> ,station as well as monies from sale of recyclables. <br /> Because of the changing markets for recyclables,the revenues have decreased for those which. <br /> the Town does receive payment and tip fees have increased for others. In addition, the tip fee <br /> for disposal of MSW has increased by more than 50 . As a result,without any changes in the <br /> sticker fees, the "tax subsidy" will increase back to approximately 22 in FY21. See attached. <br /> Recommendation <br /> To maintain/increase the level of funding of the Transfer Station by users, I recommend the <br /> fees be set for the Transfer,Station as follows.- <br /> 1st Household sticker $200 <br /> Recycling only sticker $35 <br /> Single grip pass $20 <br /> Bag Fee > 5 . ►-gallon bags) $3 <br />
