*DRAFT 2 MAY 2020 TOWN MEETING WARRANT* Page 23 Explanation-,The Local Comprehensive Plan (LCP was, adopted in 1998 and has, not been updated since its adoption. The LCP is written to be consistent with the Cape Cod Commission Regional Policy Plan, which has, recently been updated. The LC P is, required to be updated every 5 years,. The LCP also serves as the Master Plan for the Town pursuant to MGL c.41A, Section 81D "Such plan shall be a statement,through text, maps, illustrations, or other forms of communication/that is designed to provide a basis for decision making regarding the long-term physical development of the municipality. The comprehensive plan shall be internally consistent in its policies, forecasts and standards, and shall include the following elements:" Growth and development goals and policies statement; land use plain; Housing; Economic Development; Natural and Cultural Resources- Open Space and Recreation; Services and facilities; Transportation, and; Implementation program., The plan serves as a guide to future development and needs of Mashpee and it also assists the Town with potential grant opportunities. The Board of Selectmen recommends approval of Article 27 by a to of 50 The'Finance Committee recommends approval of Article 27 by a vote of 5-1 Article 28 To see if the Town will vote to appropriate and transfer the sum of$65,000 from the, Waterways Improvement Fund to the Engineering/Permitting/Dredging and Associated Expense Account to cover the costs associated with dredging 5,000 cubic yards of sediment from the Popponesset Approach Channel, or take any other action relating thereto. Submitted by the Waterways Commission Explanation: This article will transfer funds from the Waterways Improvement Fund to the Waterways Engineleri,ng/Permitting/Dredging and Associated Expenses Account to cover the costs associated with dredging 5,,000 cubic yards of sediment from the Popponesset Approach Channel. The Board of Selectmen recommends approval of Article 28 by a vote of 5-0 The Finance Committee recommends approval of Article 28 by a vote of 6-01 Article 29 To see if the Town will vote to appropriate and transfer the sum of$15,000 from the waterways ways Improvement Fund to the Engineering/Permitting/Dredging and Associated Expense Account for the purpose of providing funds to be used for ramip safe boating access at any of the salt or,fresh water ramps. This will improve safe boating access to and from the ramp or take any action relating thereto.
