The Director of Public Works or his her designee including members of the Site Plan <br /> Review,Committee may enter upon the property of the applicant for the purpose of <br /> conducting regular inspections to ensure compliance with the approved Erosion and <br /> Sedimentation Cointrol Plan and the provisions of this bylaw. These inspections shall <br /> be performed at a minimum at the following intervals: <br /> 1. Prior to the start of construction, <br /> 2. Inspection of Best Management Practices (BM Ps) during construction of BMPs; <br /> 3. Inspection of BMPs u1pon completion of site grading to ensure they are working as, <br /> described in the approved plans; <br /> 4. At close of construction season or prior to any other long-term stops in <br /> construction more than two (2) weeks); and <br /> 5. Upon completion of final landscapling. <br /> B. Inspections shall be conducted using clearly defined procedures for inspections <br /> including qualifications necessary to perform the inspection, use of mandated <br /> inspection forms if appropriate, and procedure for tracking the number of site reviews, <br /> inspections aind enforcement actions. This tracking shall be included as part of each <br /> annual report as required by MS4 General Permit part 4.4. <br /> C. The applicant shall contact the Department of Public Works (DPW) to schedule these <br /> inspections. Other inspections may be performed at the discretion of the DPW, <br /> including, prior to or after a storm event. <br /> D. During the inspections, the effectiveness of the control measures in place shall be <br /> evaluated and additional control measures may be required if deemed necessary by <br /> the DPW. <br /> or take any other action relating thereto. <br /> Submitted by the Department of Public Works <br /> Explanation-. The purpose for the adoption of the existing Sedimentation and Construction <br /> Cointrol bylaw at the Octoibler 20,05 Town Meeting was to minimize or eliminate erosion from <br /> construction sites not already regulated through the Town's Zoning Bylaw or Subdivision Control <br /> ,Law. Control of sediment on a construction site prevents it from, being transported by stormwater <br /> Into the Town's stormwater system and ultimately into the Town�'s surface and groundwaters. <br /> This article proposes to amend the bylaw to comply more fully with the requirements of the <br /> Town's General Storm Water Permit issued by the Environmental Protection Agency through the <br /> National Pollutant Discharge Elimination System. <br /> The Board of Selectmen recommends approval of Article 31 by a vote of 5-0 <br /> The Finance Committee recommends approval of Article 31 by a vote of 6-0 <br />
