*DRAFT 2 MAY 2020 TOWN MEETING WARRANT* Page 3 <br /> Article 6 <br /> To see if the Town will vote to appropriate and transfer the sum of$144,000 from the Community <br /> Preservation Fund Budgeted for Appropriation Reserve in accordance with the provisions of <br /> M.G.L. Chapter 44B, §5 for the purpose of funding the Waterways Extension Project including <br /> necessary costs and expenses related thereto, as recommended by the Community Preservation <br /> Committee, or take any,other action relating thereto. <br /> Submitted by the Community Preservation Committee <br /> The Community Preservation Committee recommends approval of Article 6 by a vote of 5-0. <br /> Explanation.- The goal of this, project is to improve recreational, activity in Waquoit Bay and its <br /> embayment's. Funding would provide for the necessary engineering and permitting associated to <br /> the dredging of the Little River and Great River Channels to include Hamblin and Jehu Ponds. <br /> Dredging wil�l allow for the navigation of the channels at all tides, and improve tidal flush which <br /> may reduce nitrogen and improve water quality. Dredging is permitted from Waquoit Bay to the <br /> intersection of Little River and treat River. Dredging is currently not permitted beyond the <br /> Waquoit Bay channel. <br /> The Board of Selectmen recommends approval of Article 6 by a vote of 5,-0 <br /> The Finance Committee recommends approval of Article 6 by a vote of 6-01 <br /> Article 7 <br /> To see if the Town will vote to appropriate and transfer the sum of$40,000 from the Community <br /> Preservation Fund 10% Affordable Housing Reserve, in accordance with the provisions of M.G.L. <br /> Chapter 44B §5, for the purpose of funding the FORWARD (Friends Or Relatives, With Autism & <br /> Related Disabilities) Project, as recommended by the Community Preservation Committee <br /> including necessary costs and expenses related thereto as recommended by the, Community <br /> Preservation Committee,said sum,to be disbursed subject to and contingent upon prior execution <br /> of a Memorandum, of Understanding between the fund recipient and the Board of Selectmen,the <br /> terms of which shall be acceptable to the Board of Selectmen, said funds to be held and expended <br /> by the Affordable Housing 'Trust ("Trust) Board of Trustees of said Trust for the purpose of <br /> Affordable Housing, including any necessary costs, and expenses related thereto, provided, <br /> however, that said sum shall be used exclusively for community housing and shall remain subject <br /> to all rules, regulation and limitations of M.G.L. Chapter 44B when expended by the Trust, shall be <br /> accounted for separately by the Trust, and, provided further, that at the end of each fiscal year, <br /> the Trust shall ensure that all expenditures of said fundis, are reported to the Community <br /> Preservation Committee, or take any other action relating thereto. <br /> Submitted by the Community Preservation Committee <br /> The Community Preservation Committee recommends aipproval of Article 7 by a vote of 3-2. <br /> E xplanation The goal of this project is to the assist FORARD at the Rock to complete the. W <br /> enhancements of the affordable and' supportive housing project in the Town of Dienniis for Cape <br /> Cod adults with,Autism. The FORWARD program has raised $2,53 ,000 of the$2,6 5,0 0 required <br /> to complete the regional housing project to serve cB adults 22 years and older with Autism <br /> through grant funds received from state agencies and CPA contributions from other Cape towns. <br /> The funds would assist in underfunded 'improvements which include landscaping, building <br /> signage, enhanced lighting for the building envelope, an alarm system and curbing for the parking <br /> lot and driveway safety. <br />
