The Chair stated that all scenarios included onsite UAs and he expressed his preference not to use <br /> them, adding that they are not the most cost effective. Mr. Gregg questioned how the town would <br /> manage the islands, some of which are underwater in 100 year storm, without the use of I/As. The <br /> Chair noted that Mr. Lombardo used a rapid sand filter on the high point of Monomoscoy Island and a <br /> STEP collection system in his 1990 report for the Commission. I/A technology may need to be <br /> considered for locations where it would be difficult or costly to consider alternatives, or there may not <br /> be enough nitrogen to require its removal. The group also discussed the challenges of discharging <br /> under the pavement. The Chair noted that the Falmouth CWMP shows Seconsett Island tied into their <br /> sewer system. <br /> The group discussed the watershed areas and the Chair stated that there was just one sentinel station in <br /> Popponesset which is targeted, adding that the Mashpee River was a main reason for initiating the <br /> work of the Commission. Mr. Howes reminded the Commission that other criteria must be met <br /> beyond the sentinel station, to include Mashpee River, Shoestring Bay and Ockway Bay. All areas <br /> must work. <br /> The Chair will re-write the contract for Mr. Lombardo, deleting the two proposed studies and focusing <br /> on his participation as part of the scenario development team, including a maximum amount, and <br /> forward it to Mr. Berrelli for his review. <br /> The next meeting will be scheduled for Tuesday, February 9 at 4:30 pm. <br /> Meeting Minutes: <br /> Mr. Berrelli made a motion to approve the minutes of November 17,2009. Chairman Fudala <br /> seconded the motion. All voted unanimously. <br /> Status of Community Advisory committee Membership: <br /> A representative is still needed for Precinct S. <br /> Status of Discussions with Mashpee Water District, Selectmen and FinCom: <br /> Mr. Berrelli reported that there has been no change. <br /> Discussion of Town Meeting Article to Expand Sewer Commission: <br /> No news has been received from the Attorney General regarding the Town Meeting Article. <br /> CCWPC Items: <br /> Mr. Potamis attended a recent meeting and reported that the Collaborative was discussing the <br /> possibility of hiring a"circuit rider"wastewater consultant who would be available to each town on <br /> Cape Cod. The individual would be competitively bid and would assess whether or not a report was <br /> completed in accordance with generally accepted engineering standards. Additionally, a consultant <br /> would assist in putting together financial models to fund wastewater projects. The County <br /> Commissioners have supported hiring an independent consultant to work with the towns. <br /> The Chair also questioned whether or not per-foot pricing for sewer systems or step pumps versus <br /> grinder pumps were readily available. It was noted that the Regional Wastewater Management Plan <br /> and the Cape Cod Collaborative were working on putting together the construction costs of wastewater <br /> facilities and may be available in one month. Everyone agreed that recently collected bid prices are <br /> likely to be accurate. It was added that a standard formula exists utilizing the ENR index. <br /> 4 <br />
