12)Work with GHD in submission and review of the Watershed Nitrogen Management Plan <br /> as required for approval by DEP, Cape Cod Commission (Development of Regional <br /> Impact approval) and MEPA Office; <br /> 13)Maintain and update the Commission's web pages on Town web site and MashpeeWaters <br /> web site; <br /> 14)Serve as primary public contact person on behalf of the Commission via phone and e- <br /> mail response to questions by residents and others; <br /> 15)Propose, secure Commission approval for, and implement an active public outreach <br /> program to the general public, including development of informational materials and <br /> presentations as well as active outreach to community organizations such as Chamber of <br /> Commerce, Mashpee Environmental Coalition,Wampanoag Indian Tribal Council and <br /> local newspapers; <br /> 16)Become familiar with facilities and personnel providing private wastewater collection <br /> and treatment services in the Town and other parts of the Popponesset and Waquoit <br /> watersheds, both to help the Commission evaluate the feasibility/advisability of <br /> acquiring said operations and to help negotiate any such acquisitions, including <br /> acquisition of properties or easement s for effluent discharge; <br /> 17)Propose and develop appropriate grant or loan requests, or Town meeting articles, in <br /> furtherance of the Commission's objectives and responsibilities; <br /> 18)Assist the Commission in selection of consultants and contractors for any design or <br /> construction projects, or facility operations,undertaken by the Commission after <br /> approvals of the WNMP; <br /> 19)Perform other functions assigned by the sewer Commission. <br /> The person contracted to fill this position would be provided a work space/office in Town Hall <br /> with all necessary computer,phone and other facilities. There is no empty office available for <br /> such a person,but a number of options exist within existing Department offices which have had <br /> positions eliminated or left unfilled in recent years but still have the physical accommodations <br /> required. <br /> The person contracted to fill this position should have the following qualifications: <br /> 1) Good appearance and self-motivated; <br /> 2) Excellent communication and marketing skills; <br /> 3) Strong wastewater engineering/environmental sciences training or background; <br /> 4) Be approachable and knowledgeable and control emotions when confronted <br /> 5) Be a strong and resourceful negotiator; <br /> 6) Be a good listener; <br /> 7) Be attentive to details but also be able to avoid becoming entangled in un-related matters; <br /> 8) Be proficient with relevant State and federal laws and regulations; <br /> 9) Be able to translate Commission decisions and directions into appropriate actions, <br /> exercising considerable independent judgment,but always within guidelines set by the <br /> Commission. <br />
