Community Preservation Committee-The Chair stated that the Board of Selectmen had <br /> also discussed Santuit and the blue/green algae and drafted eight Action Items to pursue the <br /> matter. Consideration was being made to reopen another round of funding from the CPC. <br /> Design Review Committee-No meeting <br /> Plan Review-No meeting <br /> Environmental Oversight Committee-No meeting <br /> Greenway Project & Quashnet Footbridge-Mr. Hansen confirmed that he had walked <br /> the area and confirmed that the improvements to Route 151 and the sidewalk connecting the <br /> paths would make the bridge unnecessary. It was Mr. Hansen's opinion that the walking area <br /> would be flat and wide and very walkable. Some trail maintenance may be necessary down by <br /> Quashnet. The Chair indicated that she would contact the Ad Hoc Quashnet Bridge people and <br /> invite them to attend a future Planning Board meeting. Mr. Hansen took some photos of the area <br /> and reviewed electronic plans, which he would forward to Mr. Rowley. There was consensus <br /> from Board members for Mr. Rowley to review the plans. <br /> Historic District Commission-No meeting <br /> Military Civilian Advisory Council-No meeting <br /> Stormwater Task Force-No update <br /> UPDATES FROM TOWN PLANNER <br /> Solar Energy Systems Zoning Proposal-Mr. Lehrer referenced the lack of regulation in <br /> the Zoning Bylaws and State law which did not allow for the prohibition of small, medium and <br /> large solar arrays. Mr. Lehrer provided the State Model Bylaw for the Board's consideration and <br /> suggested the possibility of drafting an RFP to allow arrays on Town owned property for revenue <br /> purposes. Mr. Lehrer emphasized his preference for a collaborative process that could benefit <br /> the Town, adding that ground mounted solar arrays did not contribute to the aesthetics of the <br /> Town, but could not be prohibited. Mr. Rowley provided comments regarding large solar arrays <br /> and his experience working with industrial projects, discussing specific examples from his own <br /> experience. Mr. Rowley noted that it was challenging to shield the panels from view, including <br /> with buffer zones, due to the need to remove vegetation around the panels, as well as challenges <br /> associated with topography. Mr. Rowley suggested that over time, panels would likely shrink, <br /> and Mr. Balzarini noted that there was limited land available for large arrays. Mr. Lehrer noted <br /> that roof mounted panels were approved in Mashpee, but were not regulated within the Bylaw. <br /> Mr. Lehrer suggested more interest had been expressed in ground mounted arrays outside of the <br /> Industrial District, and restrictions could be considered by the Board. Specific locations and <br /> details of arrays in and around the Cape were discussed, along with the potential for revenue <br /> generation for the Town. <br /> CORRE SPONDENCE <br /> The Chair had asked that the South Cape Village reports be added to the agendas.
